26 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />DEVELOPMENT OF A CITY LEGISLATIVE PLATFORM AND FUNDING PRIORITIES. <br />To advocate for or against any position, we must first have a deep understanding of the issues, know the <br />players involved, and learn what has historically worked and what hasn't for that particular goal or initiative. <br />Upon beginning our engagement with the City, the GrayRobinson team will ensure all our team members <br />have an in-depth understanding of your immediate and long-term goals and priorities. We will start <br />developing strategy, tactics, and messaging through an initial Legislative Workshop with City designees. <br />Following this workshop and any subsequent discussions, our team will work with the City’s designated <br />representatives to develop a State Legislative Agenda to ensure sustained support for the City's programs, <br />services, appropriations, and grant objectives. Simultaneously, the GrayRobinson team will be reaching <br />out to legislative committee members and applicable executive branch agency staff. <br />COORDINATION WITH CITY COMMISSION, MANAGER’S OFFICE, AND KEY DEPARTMENTS. <br />We commit to identifying and arranging meetings between members of the executive branch, legislators, <br />and legislative staff in Tallahassee with City designees to promote the funding of City projects or to discuss <br />legislative issues affecting the City and speak on matters of importance – ultimately to position City <br />representatives as thought leaders on issues affecting Florida’s local governments. <br />We will notify you and prepare you for when City representatives may be required or requested to be in <br />the Capitol to address issues of importance. On an as-needed basis and consistent with the City’s strategy, <br />the team will secure opportunities for City leadership to testify at appropriate committee hearings and <br />briefings before legislative and executive branch leadership on the impacts of its priorities. The timing for <br />these meetings would begin with interim legislative committee meetings and continue through the <br />legislative session. <br />We will prepare testimony and provide personal counsel to any City representatives who testify before a <br />committee during committee weeks and/or the legislative session. We will draft talking points consistent <br />with the City’s strategy and brief City designees on the committee's composition, tendencies, and <br />legislative members. We will remain prepared to testify ourselves at any hearing as necessary and advisable <br />to advance the City's position. <br />COMMUNICATIONS AND REPORTING PROTOCOLS. <br />Pursuant to Resolution No. R-1236-99, the team will prepare regular monthly reports advising the <br />Commission on the current status of all issues our team is monitoring or tracking that may affect the City, <br />the actions taken on such issues, and recommendations for future actions. The team shall also raise, <br />discuss, and recommend any affirmative legislative action that may benefit the City. <br />As a standard service, we provide monthly reporting to our clients. Per the City’s Scope of Services, we will <br />provide weekly correspondence and informational updates to the City during the annual 60-day <br />legislative session, during interim committee schedules, and in the event any Special Sessions are <br />convened. In addition, we list our cell phones on our business cards so our clients can reach us at all times. <br />Often, in the legislative process, after-hours calls are necessary. We commit to communicating with your <br />staff and commissioners regarding the background and political realities of the various legislative priorities. <br />In addition, the moment we are aware of any critical developments, deadlines, or actions affecting the <br />City, both positive and negative, we will notify the City Commission, City Manager, and staff.
