27 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />After each legislative session concludes, we will ensure appropriate follow-through on bills that impact <br />the City. We will ensure the City is informed regarding the impact of all session matters, submitting a <br />written closing report summarizing outcomes of the legislative session within one week of its conclusion, <br />and a comprehensive final report within 60 days. The GrayRobinson team will also submit an annual <br />accomplishments report summarizing outcomes of the firm’s efforts and deliver an in-person presentation <br />to the City Commission, as requested. <br />Outside of session, we will provide the City with periodic reporting in a format and with a level of detail <br />acceptable to the City. We will provide these reports to the City Commission, City Manager, and designated <br />staff. Reports will include: <br />▪Updates on all issues we are advocating on behalf of the City <br />▪Additional issues the team is monitoring that could affect the City <br />▪Budget updates <br />▪Reports on interim committee meetings <br />▪Federal rulemaking of interest <br />▪Studies or anticipated legislation of interest <br />▪Any other notes worthy of mentioning <br />In addition to the scheduled reporting identified in the Scope of Services, GrayRobinson’s government <br />affairs and lobbying group publishes a weekly newsletter for all clients, both during and outside the <br />legislative session. “Capitol Beats” provides federal, state, and local political news updates of importance <br />to our clients each week. <br />Lastly, GrayRobinson hosts internal seminars and Community Leader Forums (CLFs) in our markets <br />throughout the state. We bring together clients, lobbyists, attorneys, political leaders, and friends of the <br />firm to hear high-profile business leaders, community leaders, and elected officials discuss issues of <br />importance to business and the State of Florida. We can also use these opportunities to introduce City <br />leadership to other political leaders. We also invite City designees to attend “Session Wrap-Up” seminars <br />we host each year across the state <br />INTERACTION WITH LEGISLATIVE STAFF, AGENCY OFFICIALS, AND ASSOCIATIONS. <br />Throughout our representation of the City, the GrayRobinson team will provide direct advocacy in <br />Tallahassee, maintaining a constant presence at the state Capitol and in applicable legislative districts. We <br />will work with key legislators and with the City to identify other legislators who may be champions or <br />advocates for your goals, as well as those who may oppose your legislative priorities. In addition, we will <br />identify third parties who may support or oppose the City’s agenda and collaborate with them on an as- <br />needed basis. <br />Relationships - The GrayRobinson team goes to great lengths to build long and lasting relationships with <br />decision-makers. With 15 offices throughout Florida and an office in Washington, D.C., we get to know <br />legislators at the local, state, and federal levels of government - including agency heads, staff, and other <br />elected officials - in their hometowns. We support their causes and are involved in the same civic <br />organizations - we are their neighbors and friends. Given the size and scope of GrayRobinson, along with <br />the firm’s growth strategy over the years, rarely does a local leader ascend to a role in state or federal <br />government without significant familiarity with GrayRobinson as a leading Florida firm or a direct <br />relationship with one or more of our professionals throughout the state.
