RFP #26-01-01 Professional Lobbying Services
February 18, 2026
Our team has deep relationships with the leadership in both the House and Senate, and we know their
priorities and leadership styles. In the Florida House, we were early supporters of HOUSE SPEAKER DANIEL
PEREZ . Team lead Joseph Salzverg has been working with Speaker Perez since before he became a
legislator. Our team has been working closely with SENATE PRESIDENT BEN ALBRITTON since well before
he was named to lead his chamber. Our team has also sustained excellent relationships with those likely
to preside over the House and Senate beginning in 2026, REPRESENTATIVE SAM GARRISON and SENATOR
JIM BOYD . Proposed team member Dean Cannon forged strong relationships with dozens of legislators
while serving alongside many of them during his time in the Florida House, which includes Senators
Albritton and Boyd. We have diligently built these relationships based on common interests, trust, and
reliability.
It is often said that all politics are local, which is never more accurate than in the legislative process. The
proposed GrayRobinson team members have long-term relationships with the MIAMI-DADE COUNTY
LEGISLATIVE DELEGATION, spanning both chambers and crossing party lines, and we have had successful
working relationships with HOUSE MINORITY LEADER FENTRICE DRISKELL and SENATE MINORITY LEADER
LORI BERMAN , as well as HOUSE MINORITY LEADER-DESIGNATE CHRISTINE HUNSCHOFSKY and SENATE
MINORITY LEADER-DESIGNATE TRACIE DAVIS .
In addition to our capabilities in the legislative branch, our team maintains excellent working relationships
with all agency heads in the current DeSantis administration. We have decades of experience successfully
representing our clients before the regulatory agencies of Florida, including but not limited to the
Department of Environmental Protection, the Division of Emergency Management, the Department of
Transportation, the Department of Agriculture and Consumer Services, the Department of Law
Enforcement, the Department of Health, and the Department of Business and Professional Regulation,
among others.
GrayRobinson has a long history of working with third-party groups and like-minded coalitions to advocate
for or against legislative agendas that meet the needs of all parties involved. Further, GrayRobinson
professionals regularly bring opposing interests to the table for negotiations. This will include, but not be
limited to, representing the City at meetings and conferences and coordinating legislative activities with
advocacy groups.
In addition to our representation of and involvement with the League of Cities, GrayRobinson professionals
serve as state lobbyists and are active members in several Florida trade and member associations,
including the Associated Builders and Contractors of Florida, the Florida Association for Media in
Education (FAME), the Florida Association of Counties, the Florida Association of Free and Charitable
Clinics (FAFCC), the Florida Chamber of Commerce, the Florida Municipal Broadband Alliance, the Florida
Municipal Electric Association, the Florida Municipal Insurance Trust, the Florida Municipal Natural Gas
Association, the Florida Municipal Power Agency, the Florida Redevelopment Association, and the Florida
Sheriffs Association, among others. In addition, with nearly 300 attorneys and advisors throughout the
firm, GrayRobinson professionals are members of numerous additional trade organizations, nearly all local
chambers of commerce throughout the state, and support dozens of community nonprofit organizations.
APPROACH TO SECURING STATE APPROPRIATIONS, GRANTS, AND FAVORABLE POLICY OUTCOMES.
Before and during the legislative session, members of our team will provide legislative drafting, strategy
development, one-on-one lobbying, committee presentations, and other services to meet the City’s needs.
This also includes effectively coordinating with grassroots organizations and like-minded coalitions and
