29 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />utilizing technology to ensure our advocacy message is resonating among key stakeholders. Our proposed <br />team has the knowledge and long-term experience essential to preparing and introducing legislation, <br />both general bills and amendments, in support of the City's activities and services through the House, the <br />Senate, and the Governor's Office. Our team of lobbyists and attorneys has drafted all manner of legislation, <br />ranging from major pieces of legislation to small but important amendments and everything in between. <br />We approach this task as early as possible to ensure we have time to achieve the desired results. The <br />GrayRobinson team maintains excellent relationships with legislators and staff who will advocate on <br />behalf of the City on policy issues, and established relationships with leadership in the current and future <br />Senate and House. <br />Helping to orient the City to Florida’s ostensibly improving fiscal climate is one example of the many <br />services the team provides. Over the past four years, Florida’s economy has provided the state with a <br />significantly better fiscal position than in prior years. As a result, all boats have risen to some degree. <br />However, much of the growth in state revenue has been used to back-fill cuts made during adverse fiscal <br />periods. Even a large amount of growth can be consumed quickly, especially as the Legislature addresses <br />significant property insurance issues and pursues multiple tax reduction proposals. Likewise, local <br />governments often find themselves participating in an ever-increasing competitive process for state fiscal <br />resources, including securing eligibility for grant funding. <br />Concerning constitutional and statutory issues, the team is highly attuned to the natural political and <br />policy tensions between state and local governments. While local elected officials continuously seek to <br />provide strategic enhancements desired by their local communities or necessary enhancements that may <br />originate from trying circumstances, the Legislature often steps in beyond what local officials consider <br />appropriate or contrary to local efforts. This inherent tension is often the source of discord between local <br />and state governments. <br />GrayRobinson team members have accumulated decades of experience and countless valuable <br />relationships through lobbying the Florida Legislature, both offensively and defensively, on behalf of public <br />and private entities. In addition, many of our attorneys and consultants began their careers as staff to the <br />Florida Legislature, Governor's Office, and state agencies, providing our clients with a unique perspective <br />on the most efficient means of meeting their legislative goals. We also maintain excellent working <br />relationships with all agency heads in the current DeSantis administration and Cabinet, and we will utilize <br />these relationships to help inform the City on the political outlook of the Governor and legislators, as well <br />as the impacts of key policies and programs within Florida as they apply to the City. <br />The following is the overall proposed approach we will take in our representation of the City of Sunny Isles. <br />We will amend this approach based on the specific preferences of City designees. <br />OBJECTIVES DESCRIPTION OF WORK/ACTION ITEMS TIMING <br />Legislative Workshop <br />A comprehensive assessment of the needs and <br />assets of the City, including priority initiatives, <br />political allies, policy goals, legislative and regulatory <br />concerns, state-funded initiatives, and recent <br />accomplishments. <br />First 60 days of engagement
