30 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />OBJECTIVES DESCRIPTION OF WORK/ACTION ITEMS TIMING <br />Legislative Agenda <br />Utilizing the outcome of the legislative workshop, <br />develop a proposed comprehensive Legislative <br />Agenda for review and approval to engage <br />legislative and executive branch audiences. <br />First 60 days of engagement <br />Establish potential champions and <br />supporters for each identified issue and <br />facilitate meetings; ensure appropriate <br />follow-up from meetings. <br />Create a comprehensive list of legislators who have <br />signed on to key proposals, belong to critical <br />committees, and have expressed support for the <br />City’s priority issues. The team will use this list to <br />reach out to potential champions, maintain <br />relationships with existing champions, and identify <br />new opportunities for legislative outreach. <br />Ongoing <br />Advise and assist in implementing <br />activities (such as briefings/hearings and <br />the creation of materials) to educate <br />legislators and their staff on these issues. <br />Work with state and regional committees, <br />legislative and executive branch senior staff, and <br />personal office contacts. We will remain in constant <br />communication with the Miami-Dade County <br />legislative delegation on the City’s priorities and <br />work collaboratively with their offices to advance <br />the City’s interests on a unified front. <br />Ongoing <br />Provide strategic guidance regarding <br />events and other opportunities for raising <br />awareness of and support for the City’s <br />policy and funding advocacy goals. <br />Work with committees, legislative and executive <br />branch senior staff, and personal office contacts to <br />identify opportunities to elevate the City and its <br />administration as thought leaders on critical issues <br />and objectives. <br />Ongoing <br />Coordinate events designed to showcase <br />City projects/programs to advance any <br />legislative requests submitted for that <br />session. <br />Plan, organize, and host state and regional events in <br />partnership with City staff. <br />At least two bi-annual <br />meetings <br />Keep Commission, Manager’s Office, and <br />City staff informed of leadership priorities <br />in advance of legislative or special session. <br />Provide relevant information to the City <br />Commission, Manager’s Office, and City staff, <br />informing them of the priorities of leadership in the <br />House and Senate and the Governor’s Office to <br />address areas of concern or support and develop <br />advocacy strategies. <br />Prior to each legislative or special session <br />FOR EACH IDENTIFIED ISSUE, ASSIST IN DEVELOPING OUTREACH/LOBBYING STRATEGIES AROUND KEY LEGISLATION, INCLUDING: <br />Work directly with the City to establish <br />potential sponsors, co-sponsors, and <br />supporters for legislation and facilitate <br />meetings; ensure appropriate follow-up <br />from meetings. <br />Once assessments are complete, utilize research <br />tools to accomplish this objective.
