30 City of Sunny Isles Beach RFP #26-01-01 Professional Lobbying Services February 18, 2026 OBJECTIVES DESCRIPTION OF WORK/ACTION ITEMS TIMING Legislative Agenda Utilizing the outcome of the legislative workshop, develop a proposed comprehensive Legislative Agenda for review and approval to engage legislative and executive branch audiences. First 60 days of engagement Establish potential champions and supporters for each identified issue and facilitate meetings; ensure appropriate follow-up from meetings. Create a comprehensive list of legislators who have signed on to key proposals, belong to critical committees, and have expressed support for the City’s priority issues. The team will use this list to reach out to potential champions, maintain relationships with existing champions, and identify new opportunities for legislative outreach. Ongoing Advise and assist in implementing activities (such as briefings/hearings and the creation of materials) to educate legislators and their staff on these issues. Work with state and regional committees, legislative and executive branch senior staff, and personal office contacts. We will remain in constant communication with the Miami-Dade County legislative delegation on the City’s priorities and work collaboratively with their offices to advance the City’s interests on a unified front. Ongoing Provide strategic guidance regarding events and other opportunities for raising awareness of and support for the City’s policy and funding advocacy goals. Work with committees, legislative and executive branch senior staff, and personal office contacts to identify opportunities to elevate the City and its administration as thought leaders on critical issues and objectives. Ongoing Coordinate events designed to showcase City projects/programs to advance any legislative requests submitted for that session. Plan, organize, and host state and regional events in partnership with City staff. At least two bi-annual meetings Keep Commission, Manager’s Office, and City staff informed of leadership priorities in advance of legislative or special session. Provide relevant information to the City Commission, Manager’s Office, and City staff, informing them of the priorities of leadership in the House and Senate and the Governor’s Office to address areas of concern or support and develop advocacy strategies. Prior to each legislative or special session FOR EACH IDENTIFIED ISSUE, ASSIST IN DEVELOPING OUTREACH/LOBBYING STRATEGIES AROUND KEY LEGISLATION, INCLUDING: Work directly with the City to establish potential sponsors, co-sponsors, and supporters for legislation and facilitate meetings; ensure appropriate follow-up from meetings.
