31 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />OBJECTIVES DESCRIPTION OF WORK/ACTION ITEMS TIMING <br />Provide insight into new potential <br />legislation as directed. <br />Provide drafting, review, revision, and/or guidance <br />on new or amended legislation. Ongoing <br />Report on the status of relevant legislation <br />as it moves through the legislative process <br />and provide strategic guidance on a <br />course of action. <br />Tracking and assessment are important parts of the <br />work product we provide to our government affairs <br />clients. <br />Weekly during session and ongoing as needed <br />Support the City in organizing and <br />scheduling Capitol Days one to two times <br />per year. <br />Capitol Days in Tallahassee, when done well, can be <br />extremely effective. Identifying members of the <br />Legislature relevant to the City and its objectives will <br />be critical in being effective during any of these <br />events. We are engaged at every step of the process, <br />from preparing the agenda to talking to your team <br />about what to expect to follow up with legislators. <br />When needed/ <br />scheduled <br />Create or deepen high-level relationships <br />with key offices, particularly committee <br />leadership. <br />Identify, introduce, and schedule meetings between <br />City leadership and relevant legislators. <br />When needed/ <br />scheduled <br />Identify and track relevant policy <br />developments and provide ongoing <br />support for City advocacy and policy <br />efforts by providing information <br />proactively and as requested. <br />Alert the City to trends, events, and legislative <br />movements, including relevant draft legislation <br />before it drops. <br />Ongoing <br />FOR EACH IDENTIFIED ISSUE, ASSIST IN DEVELOPING OUTREACH/LOBBYING STRATEGIES AROUND APPROPRIATIONS, GRANTS, AND BUDGET ASKS, INCLUDING: <br />Assist in the development of <br />appropriations requests and justifications <br />for each of the relevant agencies and <br />budget lines. <br />Complete assessment and internal review of <br />priorities must be completed. <br />By due dates when released <br />As directed, assist the City in the <br />submission of grant applications, <br />appropriations requests, justifications, and <br />proposed report language to relevant <br />House and Senate members. <br />Compile a comprehensive list of members of the <br />Legislature to utilize, with appropriate forms for <br />submission, back-up information, and deadlines. <br />By due dates when <br />released <br />Identify relevant appropriations staff, <br />schedule meetings, and accompany City <br />staff; ensure appropriate follow-up from <br />meetings. <br />Once requests are submitted, follow up with a <br />comprehensive list of legislators on requests <br />submitted to committees PRIOR to member <br />deadlines. Importantly, we will establish a strong <br />rapport between City leadership and key <br />appropriations legislators. <br />By due dates when released
