32 <br />City of Sunny Isles Beach <br />RFP #26-01-01 Professional Lobbying Services <br />February 18, 2026 <br />OBJECTIVES DESCRIPTION OF WORK/ACTION ITEMS TIMING <br />Comprehensively track and immediately <br />convey to the City any information <br />gleaned from relevant appropriations <br />committee and subcommittee meetings. <br />Attend relevant legislative appropriations <br />committee and subcommittee meetings. <br />Ongoing throughout session <br />Track the appropriations process, <br />including anticipated timelines and times <br />for input. <br />Complete review and tracking are critical to <br />success. Ongoing <br />Report on the status of appropriations, <br />bills, grant administration, and report <br />language as it moves through the <br />legislative process, and provide strategic <br />guidance on the course of action. <br />Track and immediately convey to the City any facts <br />and details uncovered through regular conversations <br />with colleagues and legislators. Regular reports <br />provided and “alerts” developed when necessary <br />based on intelligence collected. <br />Ongoing <br />ADDITIONAL ACTION ITEMS <br />Support City advocacy and policy efforts by providing relevant analysis. Ongoing <br />For each identified issue, provide strategic guidance and assistance in engaging and influencing <br />legislative and executive branch representatives. Ongoing <br />Draft letters, testimony, fact sheets, backgrounders, and other materials. Ongoing <br />In-person attendance at any requested local meetings related to the City’s policy and funding <br />concerns. Ongoing <br />Participate in internal meetings or meetings with external associations and organizations for <br />coordination purposes. Ongoing <br />Provide reporting to City Commission, Manager’s Office, and staff as indicated, including but not <br />limited to: <br />▪Weekly correspondence and informational updates to the City during the annual 60-day <br />legislative session, during interim committee schedules, and in the event any Special <br />Sessions are convened. <br />▪A written closing report summarizing outcomes of the legislative session within one week <br />of its conclusion, and a comprehensive final report within 60 days. <br />▪Notification of any critical developments, deadlines, or actions affecting the City as they <br />occur. <br />▪Periodic reports outside of legislative sessions on interim committee meetings, federal <br />rulemaking, studies, or anticipated legislation. <br />▪Annual accomplishments report summarizing outcomes related to the firm’s efforts and <br />deliver an in-person presentation to the City Commission. <br />As indicated
