TAB 4 – Approach/Methodology <br />Pittman Law Group proposes a comprehensive, proactive, and results-oriented approach to <br />delivering state and county government relations services to the City of Sunny Isles Beach. Our <br />strategy integrates early planning, year-round relationship development, disciplined bill <br />monitoring, targeted advocacy, and continuous communication to ensure the City’s priorities are <br />effectively advanced before the Florida Legislature, the Executive Branch, state agencies, and <br />Miami-Dade County. <br />For twenty-five years, PLG has represented local governments across Florida. We understand that <br />effective advocacy does not begin on the first day of session. It is built through sustained <br />engagement, strategic positioning, and trusted relationships developed well in advance of key <br />policy and budget decisions. <br />Strategic Planning and Pre-Session Preparation <br />Each legislative cycle begins with structured preparation. Prior to Interim Committee Weeks, PLG <br />will convene with City leadership to review priorities, assess risks, and identify opportunities. <br />From this foundation, we will develop a focused Legislative Agenda and Advocacy Plan outlining <br />funding priorities, policy objectives, potential threats to municipal authority, and engagement <br />strategies. <br />Early engagement is particularly important in the current legislative climate, where home rule <br />authority and local government flexibility continue to face scrutiny. We prioritize proactive <br />relationship-building with delegation members, committee chairs, and leadership offices to ensure <br />the City’s interests are understood before bills are filed or budget allocations are finalized. <br />PLG will coordinate strategic engagement with members of the Miami-Dade County Legislative <br />Delegation and other key policymakers whose committee assignments or leadership roles <br />influence municipal funding, infrastructure investment, taxation, resiliency, and public safety. <br />These members include but are not limited to Senator Ileana García, Senator Bryan Ávila, Senator <br />Ana Maria Rodriguez, Senator Jason Pizzo, Representative Mike Redondo, and Representative <br />Fabián Basabe. These meetings, conducted during Interim Committee Weeks and at the outset of <br />Session, position the City as a credible, solutions-oriented partner. <br />At the county level, we maintain strong working relationships with Miami-Dade County <br />leadership, including the Mayor’s Office and members of the Board of County Commissioners. <br />Through our state and federal representation of Miami-Dade County, we have established <br />relationships with senior county staff and agency leadership, which allows us to effectively <br />coordinate when City priorities intersect with county initiatives or funding opportunities. <br />We also maintain active engagement with statewide municipal organizations, including the Florida <br />League of Cities and the Florida Association of Counties, participating in weekly legislative calls <br />during session and maintaining regular communication with leadership and policy staff.
