TAB 2 – Qualifications
The Pittman Law Group is uniquely qualified to represent the City of Sunny Isles Beach because
municipal advocacy is the core of our practice. For more than twenty-five years, we have
specialized in representing local governments at the local, state, and federal levels, with a
demonstrated record of success advancing appropriations requests, shaping policy, protecting
home rule authority, and navigating complex regulatory environments.
Our firm combines deep Florida legislative experience with sustained engagement at the regional
and federal levels. With offices in Miami, Tallahassee, Washington, D.C., Riviera Beach, and
Orlando, and a dedicated staff presence in South Florida, we are positioned to provide real-time
access and rapid response on matters affecting the City. Our locally located operations and
dedicated South Florida team member ensures consistent coordination with Miami-Dade County
leadership, regional stakeholders, and local partners, while our Tallahassee and Washington, D.C.
presence ensures direct engagement with legislative leadership, committee staff, executive
agencies, and congressional offices.
The City of Sunny Isles Beach, as a barrier island municipality comprised predominantly of high-
rise residential development, faces highly specialized policy challenges involving infrastructure
funding, resiliency and coastal protection, stormwater management, building standards, insurance
markets, environmental regulation, and preemption issues. PLG has extensive experience
advocating on behalf of similarly situated municipalities and understands the intersection of state
funding, regulatory oversight, and local implementation that directly impacts coastal communities.
Specifically, our state and federal representation of clients like the City of Riviera Beach, which
is home to Singer Island, an upscale barrier island in Palm Beach County, and Miami-Dade
County, gives us the experience and perspective necessary to understand the City of Sunny Isles
Beach’s challenges.
For clients like Miami-Dade County, Palm Beach County, and the City of Belle Glade we have
been able to acquire millions in state funding through appropriations and grants for projects
ranging from senior meals programs, transportation initiatives and road repairs, and environmental
mitigation projects.
Additionally, through our representation of the City of Port Orange, we have developed substantial
expertise in addressing complex stormwater management and flooding challenges that directly
impact coastal and low-lying communities. Our work has required coordination with state and
regional agencies, navigation of permitting and regulatory frameworks, and strategic pursuit of
state and county funding to support drainage infrastructure, resiliency improvements, and flood
mitigation projects. PLG has secured over $7 million in state funding for the City of Port Orange
for stormwater projects in the last few years. We understand that effective stormwater management
is not solely an engineering issue, but a funding, policy, and intergovernmental coordination
challenge that requires sustained advocacy at both the state and county levels. This experience
positions us to effectively support Sunny Isles Beach in advancing comprehensive solutions and
securing the necessary governmental partnerships and resources to address flooding and resiliency
needs.
