Z4� <br />Date: July 30, 2025 <br />Subject: 19051 Collins Avenue Development <br />Traffic Impact Study Methodology <br />The purpose of this memorandum is to summarize the traffic impact study methodology for the <br />proposed development generally located at 19051 Collins Avenue in Sunny Isles, Florida. Currently, <br />the property proposed for development consists of a low-rise residential building, which is now vacant <br />as of July 2025. The proposed development consists of 145 high-rise residential units and a <br />restaurant with 10 employees. Note that the proposed restaurant is ancillary, only serving the <br />residential development. However, the restaurant land use will be analyzed based on the number of <br />estimated employees in order to provide a conservative analysis. The proposed development is <br />expected to be completed and opened by year 2029. A project location map and conceptual site plan <br />are provided in Attachment A. The following sections summarize our proposed methodology. <br />TRIP GENERATION <br />Trip generation calculations for the proposed development was performed using the Institute of <br />Transportation Engineers' (ITE) Trip Generation Manual, 1111 Edition. The trip generation for the <br />proposed development was determined using ITE Land Use Code (LUC) 222 (Multifamily Housing <br />[High -Rise]) and LUC 932 (High -Turnover [Sit -Down] Restaurant). Note that the trip generation for <br />the proposed restaurant land use was calculated using rates/equations for the High -Turnover <br />[Sit -Down] Restaurant use to provide a conservative analysis as that land use generates more trips <br />than the Fine Dining Restaurant LUC. Further note, as the restaurant will only be given access to <br />residents of the residential building, the expected number of trips generated are based on the number <br />of restaurant employees. <br />A multimodal (public transit, bicycle, and pedestrian) factor based on US Census Means of <br />Transportation to Work data was reviewed for the census tract in which the development is located. <br />A multimodal factor of 5.1 percent (5.1 %) was determined for the residential land uses. It is expected <br />that a portion of residents and guests will choose to walk, bike, or use public transit to and from the <br />proposed development. <br />One (1) Broward County Transit (BCT) route, one (1) Miami -Dade County Department of <br />Transportation and Public Works (DTPW) route, and two (2) City of Sunny Isles Beach Shuttle routes <br />currently operate in close proximity to the site during the A.M. and P.M. peak hours.
