The cardinal distribution is included in <br />Attachment D. <br />BACKGROUND TRAFFIC <br />A background growth rate will be calculated based on historical growth trends at nearby FDOT traffic <br />count stations. Additionally, growth rates based on the FSUTMS SERPM 2015 and 2045 model <br />network volumes will be examined. The higher of the two (2) growth rates will be used in the analysis. <br />Note that a minimum growth rate of 1.0 percent (1.0%) will be used for analysis. Documentation will <br />be provided in the Appendix of the traffic impact study. <br />The St. Regis Residences and Bentley Residences projects were identified by the City of Sunny Isles <br />Beach and will be included as part of future background conditions. The City's review of this <br />document will determine any additional committed projects to include in background conditions. <br />CAPACITY ANALYSIS <br />Capacity analyses will be conducted for the A.M. and P.M. peak hours at the study intersections and <br />study segments. Intersection analyses will be performed using Trafficware's Synchro traffic <br />engineering analysis software which applies the Transportation Research Board's (TRB's), Highway <br />Capacity Manual (HCM), 2000 and 71' Edition methodologies. Roadway segment capacity analysis <br />will be conducted using FDOT's Quality/LOS Handbook — Generalized Tables, 2023. Capacity <br />analyses will be conducted for three (3) scenarios: existing, future build -out without project (future <br />background conditions), and future build -out with project (future total conditions). <br />The following figures will be included for the study intersections: <br />• Existing conditions <br />• Future background traffic conditions (with growth rate and committed development traffic) <br />• Trip distribution <br />• Trip assignment <br />• Future total traffic conditions (with project) <br />TURN LANE ANALYSIS <br />The project trip assignment will be used to prepare a turn lane analysis at the project driveways. The <br />analysis will be prepared based on FDOT recommended guidelines and the National Cooperative <br />Highway Research Program (NCHRP) Report 457 methodology. <br />GARAGE ENTRY GATE OPERATIONS ANALYSIS <br />A 95"' percentile entry gate analysis will be prepared for parking garage entry points, if entry gates <br />are provided. The entry gate queuing analysis will be prepared for the weekday A.M. and P.M. peak <br />hours. Entry gate queuing analysis will be conducted consistent with the procedures outlined in ITE's <br />Transportation and Land Development, 1988. The purpose of this analysis is to determine any future <br />queue storage deficiencies at the entry gates and provide preliminary recommendations for <br />mitigating these deficiencies. <br />VALET OPERATIONS ANALYSIS <br />A valet operations queuing analysis will be prepared forthe vehicle drop-off/pick-up area(s) to assess <br />expected vehicle queues if a valet service is provided. <br />Trip generation estimates will be utilized to provide for the highest demand scenario between the <br />weekday A.M. and P.M. peak hours. The valet operations queuing analysis will be conducted <br />consistent with procedures described in ITE's Transportation and Land Development, 1988.
