Approach & Methodology <br />This section responds to Section 5.4 of the RFP and the Project Approach criterion (Evaluation, 30 pts). <br />Our turnkey single-source model places one accountable team on every element of the City's program <br />— design, installation, maintenance, removal, and storage — and is sequenced to deliver a polished, <br />citywide aesthetic for the 2026 Holiday Lighting Season. <br /> <br />7.1 Design & Planning <br />We will partner with City staff to refine and document a citywide design plan. Our design process is <br />collaborative, location-specific, and built around the City's stated priorities. <br />• Kickoff design workshop with City staff to capture program goals and any specific corridor <br />priorities. <br />• Site survey and asset audit covering every Group 1 location: the 161 A1A street poles along <br />Collins Avenue, the Collins median palms (56 Medjool, 92 Royal — trunk-only wrap per <br />Addendum 3, Q19), Sunny Isles Boulevard 163rd Street East Bound (65 Medjool palms, 18 street <br />poles), the three entrance monuments (North City Entrance, William Lehman Causeway <br />Entrance, South City Entrance), and Gateway Park (22 oak trees, 8 date palms, plus park décor). <br />• Detailed conceptual renderings for every location, with color illustrations of the lighting plan <br />(per RFP §4.2, Project Approach). <br />• Neutral, non-holiday-specific color palette throughout — per RFP §2.1 and Addendum 3, <br />Q2/Q6/Q24. The selected color temperature will be submitted for City evaluation. Pre- <br />installation light samples will be approved by City staff before bulk procurement. <br />• Inclusive design approach: the City's outdoor menorah will be displayed alongside any Christmas <br />tree(s) in the proposed design (Addendum 3, Q25). The City-owned three indoor and two <br />outdoor menorahs will not be duplicated in our design (RFP §2.1; Addendum 3, Q11/Q12). <br />• Detailed project implementation plan, including electrical power plan, drawings, and <br />explanations, delivered to the City by July 1, 2026 (Addendum 3, Q27). <br /> <br />7.2 Pre-Installation: Walk-Through, Power, and Permits <br />• August 2026 walk-through with City staff to verify all power and outlets are fully functioning <br />(RFP §3.1; Addendum 3, Q22). The City will coordinate the walk-through with specific City staff. <br />• Following the walk-through, Be The Light Decor will submit a written report identifying any <br />deficiencies, followed by a scheduled follow-up walk-through, with all deficiencies resolved by <br />September 15, 2026 (RFP §3.1). <br />• All locations have sufficient power, with GFCI-protected outlets confirmed operational by the <br />City and verified by the Contractor prior to installation (Addendum 3, Q20/Q21/Q23/Q39–Q45). <br />The 161 A1A poles have dedicated outlets (Addendum 3, Q23). <br />• Palm pruning will be facilitated by the City and completed by September 15, 2026 (RFP §3.1; <br />Addendum 3, Q28). <br />• Banners on the 161 A1A poles will be removed by the City during the holiday season (Addendum <br />3, Q37/Q38). The arms can be removed where needed, with approximately 8 feet of usable <br />space (Addendum 3, Q8).
