RFQ No. 26-07-013.1 - Proposed Project Team <br />Q: Who are the key personnel assigned to this contract, and what will each team <br />member's role and responsibility be?RFQ No. 26-07-01 <br />C.A.P. Engineering, Inc. <br />Contract Management <br />The principal of the company, Carlos Penin, PE, will serve as the lead contract manager for this contract and <br />the primary point of contact between CAP and the City. When the City identifies a need for CAP’s services, Mr. <br />Penin will coordinate the request and delegate the proposed work to the appropriate discipline-specific Project <br />Manager described below. <br />Project Management <br />Depending on the nature and scope of the services requested by the City, Mr. Penin will assign the work to the <br />appropriate Project Manager as follows: <br />For projects involving General Civil Engineering or Transportation/Transit/Traffic Engineering, the work will <br />be delegated to Mohan Thampi, PE, who will serve as the Civil/Transportation Project Manager and <br />oversee the execution of the requested services. <br />If a civil project includes Mechanical/HVAC/Plumbing services, Mr. Thampi will coordinate with Carlos <br />Vazquez, PE, who will serve as the Mechanical Project Manager and oversee the mechanical components <br />of the assignment. <br />If a civil project includes Structural Engineering services, Mr. Thampi will coordinate with Abel Carrasco, <br />PE, who will serve as the Structural Project Manager and oversee the structural components of the <br />assignment. <br />For projects involving Construction Engineering and Inspection (CEI) services, the work will be delegated <br />to Joshua Midence, PE, who will serve as the CEI Project Manager and oversee the execution of the <br />requested CEI services. <br />Support Staff <br />Each Project Manager will draw upon their respective technical expertise and CAP’s highly skilled and <br />experienced support staff, including Professional Engineers (PEs) and Engineering Interns (EIs), as shown on <br />the organizational chart. Staff will be assigned to individual projects based on the specific technical <br />requirements, schedule, and level of effort associated with each assignment. <br />Organizational Approach <br />This organizational structure provides the City with a clear and efficient process for requesting and receiving <br />CAP’s services. From the moment Mr. Penin is notified of a requested assignment, the work will be directed <br />through the appropriate Project Manager and discipline-specific staff. This approach provides clear lines of <br />communication and responsibility while allowing CAP to efficiently mobilize the appropriate personnel and <br />resources for each assignment, helping ensure the City receives responsive service and high-quality <br />deliverables. <br />22
