Carlos Penin, PE <br />President <br />Carlos A. Penin, PE, was born in Holguín, Cuba. In 1962, he arrived in Miami with his <br />mother and three sisters as part of the Cuban exile community. Raised with a deep <br />appreciation for faith, family, and freedom, he developed a strong commitment to hard <br />work, service, and perseverance, principles that have guided both his personal and <br />professional career as he pursuits the American Dream. <br />Early in his career, he worked for several South Florida architectural and engineering firms, <br />contributing to major infrastructure projects including Joe Robbie Stadium, the widening of <br />the Julia Tuttle Causeway, and the reconstruction of SW 8th Street. <br />In 1989, Mr. Penin founded C.A.P. Engineering Consultants, Inc., which later became <br />C.A.P. Government, Inc. (CAP Gov.), a pioneering firm specializing in outsourcing services <br />to governmental clients. Penin built CAP Gov. from the ground up, and under <br />his leadership, the company has grown to serve more than 95 municipalities and 12 <br />educational institutions across Florida. CAP Gov. employees more than 300 <br />professional engineers, architects, building code administrators, plans examiners and <br />inspectors. <br />It has been recognized by “Inc. Magazine” as an Inc. 500 fastest-growing company (1996, <br />1997) and was ranked for five consecutive years (2017–2021) on the “Zweig Group Hot <br />Firm List”. The firm has also been honored among the University of Florida’s100 fastest- <br />growing Gator-owned businesses. <br />In 1999, he established C.A.P. Engineering, Inc. (CAP Eng.), where he continues to serve <br />as President, overseeing engineering design and construction management operations. <br />CAP Eng. specializes in infrastructure projects with the Florida Department <br />He attended Belen Jesuit Preparatory School, graduating in 1973. There, he lettered in <br />both Varsity Track & Field and played on the school’s first-ever Varsity Football team. <br />He formed deep bonds with his Belen brothers, friendships that have endured <br />throughout his life. <br />Mr. Penin earned an Associate Degree in Engineering from Miami Dade College (1975), a <br />Bachelor of Science in Civil Engineering and Construction Management from the University <br />of Florida (1977), and a Master of Science in Environmental and Urban <br />Systems from Florida International University (1982).
