The firm provides site design, stormwater design and management, <br />water treatment design, and roadway design, all within the infrastructure sector. Additional <br />services include structural design and inspections, MEP systems engineering, and <br />engineering services for airport and seaport facilities. <br />His leadership spans more than five decades of professional practice. He was a <br />founding Board Member and later Chairman of the Miami-Dade Expressway Authority (now <br />GMX), and Chairman of the Transportation and Expressway Authority Membership of <br />Florida (TEAMFL). An active member of the Florida Engineering Society (FES) since 1977, <br />he has served in numerous elected leadership positions, including FES Miami Chapter <br />President (1992) and FES State President (2021–2022). After numerous <br />elected leadership positions, he also served as State President of the American Council of <br />Engineering Companies of Florida (ACEC- FL) (2000–2001). <br />Mr. Penin serves as President of the Cuban-American Association of Civil Engineers <br />and is a member of the Association of Cuban Engineers. His professional recognitions <br />include being named Engineer of the Year by the FES Miami Chapter (1982), and by the <br />Association of Cuban Engineers (ACE). In 2020, he received the Cuban American <br />Association of Civil Engineers (C-AACE) Plinio Villanueva Award for his contributions to the <br />engineering profession. On February 27, 2020, he was honored in the U.S. Congressional <br />Record by Congressman Mario Díaz-Balart in recognition of his distinguished career and <br />service. <br />He has held leadership and advisory roles in numerous civic and professional organizations, <br />including the Kiwanis Club of Little Havana, the Latin Builders <br />Association (Director), and the University of Florida ESSIE Advisory Board. <br />Deeply committed to his alma mater, Mr. Penin has served on the Belen Jesuit Board of <br />Directors and Alumni Association and was inducted into the school’s Alumni Hall of <br />Fame in 2025. He has contributed extensive pro bono engineering services to campus <br />projects, including the football field, athletic facilities, chapel expansions, plaza areas, <br />and infrastructure improvements. <br />In January 2021, Governor Ron DeSantis appointed Mr. Penin to the Board of Directors <br />of the South Florida Regional Transportation Authority. He was reappointed in 2025. <br />Penin, who is an active member within the South Florida communities and an award winning <br />engineering leader, lives and works in Coral Gables and is a proud father of <br />three daughters and a grandfather.
