For matters requiring City direction, authorization, or policy-level decisions, CAP will promptly elevate the issue to the
<br />City's Project Manager rather than allowing the matter to remain unresolved within the project team. CAP will clearly
<br />identify the issue, provide the relevant background information, explain the potential consequences, and, when
<br />appropriate, present recommended alternatives for the City's consideration. CAP will also identify any associated
<br />impacts to the project schedule, budget, scope, permitting requirements, constructability, or other project objectives so
<br />that the City has a complete understanding of the matter before making a decision. When multiple alternatives are
<br />available, CAP will provide a clear comparison of the advantages, disadvantages, potential risks, and anticipated
<br />impacts of each option. CAP will promptly communicate the decision to the appropriate project team members and
<br />incorporate the approved direction into the project work plan and documentation. This approach enables the City to
<br />make informed decisions efficiently while maintaining appropriate control over project scope, cost, and schedule.
<br />CAP will also recognize the importance of maintaining positive and professional relationships when addressing
<br />complaints. Concerns will be handled objectively and respectfully, with an emphasis on understanding the underlying
<br />issue, identifying practical solutions, and preventing recurrence. CAP personnel will avoid assigning blame and will
<br />instead focus on facts, project requirements, and corrective actions. When complaints involve contractors, residents,
<br />businesses, or other stakeholders, CAP will coordinate with City staff to ensure that communications are consistent
<br />with the City's established procedures and responsibilities.
<br />Once a concern has been resolved, CAP will document the resolution, corrective action, responsible parties, and any
<br />outstanding action items. Follow-up will be performed as necessary to confirm that the agreed-upon resolution has
<br />been implemented and that the issue has been satisfactorily closed. Recurring or significant issues will be reviewed by
<br />the Project Manager to determine whether modifications to project procedures, coordination practices, design
<br />documents, or quality-control measures are warranted.
<br />CAP will incorporate complaint and issue management into its overall project management and quality-control process,
<br />allowing lessons learned to be carried forward throughout the assignment and, when appropriate, to subsequent task
<br />orders. This proactive approach helps reduce the likelihood of recurring problems and provides the City with greater
<br />confidence that project concerns are being managed systematically.
<br />Through this structured process, CAP will provide the City of Sunny Isles Beach with accountability, responsiveness,
<br />transparency, and timely resolution of project-related concerns. Our goal is not simply to respond to complaints after
<br />they occur, but to proactively identify potential issues, communicate them early, coordinate effectively with all affected
<br />parties, and implement practical solutions that protect the City's interests and support the successful delivery of each
<br />project.
