RFQ RESPONSE – City of Sunny Isles Beach
RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL &
ENGINEERING CONSULTING SERVICES (CCNA)
2.QUALIFICATIONS

2.1Why CALTRAN Is Best Qualified
A Legacy of Transportation Service Matching the City’s Needs
CALTRAN is uniquely qualified to provide transportation and traffic engineering services to the City of
Sunny Isles Beach because we combine directly relevant technical expertise with nearly a decade of
hands-on experience addressing the City’s mobility needs. Since 2018, the City has entrusted CALTRAN
with assignments involving pedestrian and bicycle safety, traffic operations, signalization, parking,
roadway lighting, speed studies, subsurface utility engineering, school operations, and transportation
master planning. This experience closely aligns with the services identified in RFQ No. 26-07-01 and
demonstrates our ability to support projects from initial data collection and feasibility analysis through
design, agency coordination, and implementation.
Our qualifications are particularly relevant to the City’s need for a responsive continuing-services
consultant. CALTRAN has successfully completed both focused assignments and multidisciplinary,
long-range initiatives for Sunny Isles Beach. Our work has included operational and microsimulation
analyses, multimodal data collection, crash and safety evaluations, benefit-cost analysis, parking
utilization and turnover studies, traffic signal surveys and design, speed studies, lighting inspections,
and the development of a comprehensive Central Island Master Plan. Through these assignments, we
have demonstrated the technical range and flexibility necessary to respond to projects of varying size,
complexity, and urgency.
CALTRAN also understands that successful municipal transportation projects require more than
technically sound plans. They require solutions that balance safety, mobility, neighborhood quality of
life, school access, constructability, cost, and the needs of residents, businesses, visitors, and partner
agencies. Our prior work for the City reflects this practical, context-sensitive approach. Because our
team already understands the City’s transportation environment and expectations, we can begin new
assignments efficiently, identify potential constraints early, and provide recommendations grounded
in local conditions and prior project knowledge.
By selecting CALTRAN, the City will retain a proven consultant with:
xDirect experience delivering the same types of transportation planning and traffic engineering
services requested under this RFQ;
xA demonstrated record of successful performance on City assignments dating back to 2018;
xExperience supporting projects through study, planning, inspection, data collection, design,
and implementation;
xKnowledge of the City’s roadway network, multimodal activity, school-related traffic patterns,
parking conditions, neighborhood concerns, and operational constraints;
xContinuity of institutional and technical knowledge across multiple City initiatives; and
xThe ability to mobilize promptly and coordinate effectively with City staff and applicable
transportation and regulatory agencies.
