Submitted August 2026 Page 10 <br />RFQ RESPONSE – City of Sunny Isles Beach <br />RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL & <br />ENGINEERING CONSULTING SERVICES (CCNA) <br />CALTRAN offers the City a combination of proven local performance, broad technical capability, and <br />continuity that cannot be gained solely through experience in other jurisdictions. Our team is prepared <br />to build upon the City’s previous investments, carry established project knowledge forward, and <br />continue delivering practical, defensible, and implementable solutions for Sunny Isles Beach. <br />Familiarity with the City of Sunny Isles Beach <br />CALTRAN’s familiarity with Sunny Isles Beach is based on sustained, project-level involvement—not <br />simply general experience in South Florida. Our work for the City has spanned 2018 through 2026 and <br />has exposed our team to the transportation conditions, operational priorities, infrastructure <br />constraints, and community considerations that shape projects throughout Sunny Isles Beach. <br />This experience includes the following assignments: <br /> <br /> <br />Pedestrian Bridge Justification Report, A1A between 178th Street and <br />183rd Street (2018–2019): CALTRAN collected and analyzed pedestrian, <br />bicycle, traffic-volume, and behavioral data at the existing mid-block <br />crossing. We evaluated existing and future build-out conditions, performed <br />microsimulation analysis, reviewed crash and safety concerns, and <br />completed a benefit-cost analysis considering travel-time and safety <br />improvements. <br /> <br /> <br />Pier Park Traffic Engineering Study (2019): CALTRAN evaluated parking <br />conditions at Pier Park’s 30-space parking lot through license-plate surveys, <br />utilization analysis, and 15-minute parking-turnover observations, providing <br />the City with conclusions and recommendations based on observed <br />operations. <br /> <br /> <br />Central Island Improvements and Master Plan, including the Norman S. <br />Edelcup/Sunny Isles Beach K-8 School Operating Plan (2021–2026): This <br />ongoing multidisciplinary effort has strengthened our understanding of <br />Central Island circulation, school arrival and dismissal operations, pedestrian <br />activity, neighborhood access, and the interaction between transportation <br />improvements and surrounding land uses. <br /> <br /> <br />Collins Avenue at 183rd Street Signal Survey and Subsurface Utility <br />Engineering (2024): CALTRAN performed the survey and utility <br />coordination needed to advance signal improvements at this important <br />intersection. <br />
