Submitted August 2026 Page 11 <br />RFQ RESPONSE – City of Sunny Isles Beach <br />RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL & <br />ENGINEERING CONSULTING SERVICES (CCNA) <br /> <br />Collins Avenue at 183rd Street Signal Design (2024–2025): Building on <br />the survey and utility work, CALTRAN developed the signal design while <br />addressing the operational and physical constraints of the Collins Avenue <br />corridor. <br /> <br /> <br />Golden Shores Speed Studies (2024): CALTRAN evaluated vehicle speeds <br />and neighborhood traffic conditions to support informed traffic- <br />management and safety decisions. <br /> <br /> <br />Collectively, these assignments have given CALTRAN working knowledge of the City’s major corridors, <br />intersections, neighborhoods, parks, school operations, pedestrian generators, parking conditions, and <br />multimodal travel patterns. We understand the distinctive challenges created by Sunny Isles Beach’s <br />constrained geography, high-density development, significant pedestrian activity, school and <br />residential traffic, and reliance on a limited number of critical north-south and east-west connections. <br />This familiarity provides immediate value under a continuing-services contract. CALTRAN can <br />approach each new assignment with an informed understanding of existing conditions, related City <br />initiatives, previously collected data, and potential stakeholder concerns. This reduces startup time, <br />limits unnecessary duplication of prior efforts, improves coordination, and allows the team to focus <br />sooner on developing solutions. <br />Just as importantly, CALTRAN understands the City’s expectations for clear communication, responsive <br />service, technically defensible recommendations, and deliverables that can be implemented within <br />real-world budget, schedule, right-of-way, and operational constraints. Continuing with CALTRAN <br />preserves valuable institutional knowledge while giving the City access to a team that has already <br />demonstrated its ability to successfully deliver the transportation and traffic engineering services <br />contemplated by this RFQ. <br />Geographic Expertise and Proximity <br />Our Miami office is approximately 28 miles from the City of Sunny Isles Beach. CALTRAN staff regularly <br />work on transportation projects throughout southeast Florida and have directly supported Sunny Isles <br />Beach on traffic engineering consulting services, giving our team firsthand understanding of the <br />coastal corridor's travel demand patterns, seasonal tourism impacts, and multimodal infrastructure <br />needs. Many of the projects we’ve worked on extend immediately beyond the City, bringing additional <br />context of surrounding areas and traffic patterns unique to the barrier island and coastal Miami area. <br />
