Submitted August 2026 Page 12 <br />RFQ RESPONSE – City of Sunny Isles Beach <br />RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL & <br />ENGINEERING CONSULTING SERVICES (CCNA) <br />Government Continuing Services Experience <br />CALTRAN has provided Continuing A&E transportation services to multiple government agencies on <br />an on-call, task-order basis, including the City of Miami Gardens, Miami-Dade County, City of Miami <br />Beach, Miramar, City of Oakland, and FDOT Districts 4 and 6. <br />FDOT and Regulatory Agency Experience <br />CALTRAN's team is experienced in coordinating with the Miami-Dade County Department of <br />Transportation and Public Works (DTPW), FDOT Districts 4 and 6, DERM, SFWMD, FDEP, and the U.S. <br />Army Corps of Engineers — all agencies the City of Sunny Isles Beach may require coordination with <br />on transportation projects. <br />Technical Depth <br />Our team is proficient in Synchro/SimTraffic, VISSIM microsimulation, SIDRA Intersection, Vistro, <br />AutoTURN, Signal4Analytics, and FDOT's LOS methodology, enabling in-house execution of the full <br />spectrum of traffic engineering and transportation planning services. <br /> <br />2.2Unique Qualifications <br />• Dual-language capability (English/Spanish) — critical for public meetings in South Florida's diverse <br />communities. <br />• 90%+ client retention rate across all government agency contracts. <br />• DBE/MBE/CBE certifications — supporting City diversity goals at no performance cost. <br />• In-house microsimulation and signal optimization capability. <br />• Direct experience with coastal/barrier island transportation characteristics including seasonal traffic <br />peaking and hurricane evacuation routing. <br /> <br />2.3Schedule of Proposed Services <br />Under this contract, CALTRAN will provide the following services for the City, aligned with RFQ Section <br />3, Discipline Category 7: <br /> <br />Service Description <br />General Transportation <br />Consulting <br />Transportation reports and studies, feasibility evaluations, technical memoranda, policy <br />recommendations, agency coordination, community coordination, project <br />management, and implementation support. <br />Street and Highway Design <br />Conceptual and final roadway design, geometric improvements, intersection <br />modifications, turn lanes, access management, roadway plans, utility coordination, ADA <br />compliance, and design support consistent with applicable City, County, FDOT, Florida <br />Greenbook, and AASHTO standards. <br />Traffic Operations and <br />Intersection Analysis <br />Existing and future conditions analysis, level-of-service and capacity analysis, <br />Synchro/SimTraffic and VISSIM modeling, queue analysis, turn-lane warrants, <br />operational evaluations, and development of improvement recommendations.
