<br />Jeannelia Liu, PE | QA/QC Manager
<br />Mrs. Liu, is a Principal of CALTRAN with 30 years of experience in transportation
<br />engineering and a Bachelor’s Degree in Civil Engineering from the University of
<br />Miami. She has managed roadway and multimodal design projects for FDOT District
<br />Six, Miami-Dade County, and local municipalities, including support for the Collins
<br />Avenue/Indian Creek Drive Multimodal Corridor Study in Miami Beach, which evaluated lane
<br />elimination, pedestrian, bicycle, and transit improvements along a constrained barrier island corridor.
<br />Her expertise spans project management, planning studies, GIS-based analysis, scoping reports,
<br />roadway design, and ADA compliance, with extensive experience applying FDOT Roadway Standards,
<br />the FDOT FDM, and AASHTO design guidelines. She has served as Engineer of Record on resurfacing
<br />and reconstruction projects and has also delivered “onsite support” services for FDOT D6 contracts,
<br />reinforcing her ability to respond directly to client needs. With her strong background in multimodal
<br />design, transit and rail-related work, freight planning, and pavement management, Mrs. Liu offers
<br />Sunny Isles Beach both the technical depth and the local familiarity to advance the City’s vision for
<br />safe, resilient, and sustainable mobility.

<br />Carlos M. Perez, PE | Data Collection Manager
<br />Mr. Perez is a Principal of the firm and a Transportation Engineer with over 26 years
<br />of expertise in planning, specifically within the FDOT. Through-out his career, he has
<br />been instrumental in delivering a broad range of essential services, including projects
<br />involving traffic volume counts, vehicle classification, Geographic Information
<br />Systems (GIS), Pavement Management System Analysis, Traffic Monitoring Site selection and Railroad
<br />Highway Crossing Inventory and Inspection. His technical proficiency includes industry-standard
<br />software such as ArcGIS, and HCM software. Beyond his analytical and data management skills, Mr.
<br />Perez has developed final design plans for roadway lighting and signalization plans for FDOT's
<br />Resurfacing, Restoration, and Rehabilitation (RRR) and reconstruction projects.
<br />Nelson Galeano, PE, PTP, PTOE, RSP1, MsM | Senior Transportation Engineer
<br />Mr. Galeano is a Professional Engineer with 25 years of experience specializing in
<br />transportation and urban planning and traffic operations, safety, and multimodal
<br />planning across South Florida, Tennessee, and Arkansas. He has conducted not only
<br />the production but also the review of numerous traffic studies for private and public entities. His work
<br />includes projects directly relevant to Lee and Collier County during his early professional activities. He
<br />is skilled in Synchro, SIMTraffic, and Travel Demand Modeling analysis. Mr. Galeano has also supported
<br />Vision Zero initiatives, speed reduction programs, multimodal master plan studies and several review
<br />of traffic studies for land development while he was the Transportation Planning Division Manager at
<br />Manatee County. As part of CALTRAN’s team, he brings strong technical expertise, hands-on field
<br />experience, and a proven ability to deliver practical, data-driven solutions that align with the City of
<br />Sarasota’s vision for safe, resilient, and multimodal streets.
