<br />Mr. Borges has 29 years of experience in Transportation Engineering, which includes

<br />highway design projects including roadway design, plans review and specifications,
<br />plans production, utility coordination, and traffic control design, among others. Carlos
<br />is proficient in 3D modeling for project layout, design and analysis, utilizing industry-
<br />standard software such as MicroStation, Geopak, OpenRoads, AutoTurn, and AutoCAD Civil 3D to
<br />develop precise and efficient roadway models. His strong knowledge of FDOT Standards, Highway

<br />industry standards and local regulations. His expertise spans pavement design and
<br />analysis, roadway design, roadway plan production, signalization, signing and

<br />At CALTRAN, he has led and supported assignments for FDOT District 6 that include
<br />signal warrant analyses, pedestrian safety enhancements along Collins Avenue,
<br />bottleneck and congestion mitigation studies, and corridor feasibility reviews
<br />His expertise spans traffic impact studies, crash data evaluations, simulation modeling, and the
<br />development of cost estimates consistent with FDOT standards. Proficient in Synchro/SimTraffic,
<br />VISSIM, and ArcGIS, Mr. Ureña combines technical rigor with field-based insights to deliver solutions
<br />that enhance mobility and safety. His experience addressing pedestrian volumes, valet operations, and
