Submitted August 2026 Page 28 <br />RFQ RESPONSE – City of Sunny Isles Beach <br />RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL & <br />ENGINEERING CONSULTING SERVICES (CCNA) <br />4.APPROACH / METHODOLOGY <br /> <br />4.1.Overall Methodology <br />CALTRAN's approach to continuing transportation engineering <br />services rests on three principles: Deliver excellence by combining <br />technical rigor and deep knowledge, ensuring responsive delivery <br />backed by expertise, and forging client partnerships driven by <br />unwavering commitment. Every task order — regardless of size — <br />is treated as a standalone project with defined objectives, a clear <br />schedule, and a quality-reviewed work product. Our methodology <br />has been refined across more than a decade of continuing services contracts for Florida municipal and <br />state agency clients. <br /> <br />4.2.Data Collection & Forecasting <br />Our approach begins with robust data collection, integrating pedestrian counts, turning movement <br />volumes, transit and bus ridership, and parking utilization studies. Trip generation is evaluated using <br />the latest edition of the ITE Trip Generation Manual, and growth is projected in line with Miami-Dade’s <br />Long Range Transportation Plan. Because mobility in Sunny Isles is shaped by both year-round <br />tourism and cultural considerations, our forecasts explicitly incorporate pedestrian travel patterns as <br />well as surges linked to major special events such as FIFA at the Hard Rock Stadium. Similar <br />methods were applied in the FDOT D6 Collins Avenue Multimodal Corridor Study, where cultural and <br />event-driven activity significantly influenced travel demand. We also recognize that parks and <br />recreational facilities generate unique pedestrian and parking demand patterns, which are <br />incorporated into our trip generation and access studies. <br />Also, CALTRAN will be involved in performing origin-destination studies using Big Data, traffic volume <br />and classification counts and TMCs that include collecting pedestrian and bicycles counts for multiple <br />clients including City of Sunny Isles Beach. Leveraging our unique partnership with TomTom and our <br />expertise in Big Data and, we can integrate Big-Data Sources for cross-validation, further strengthening <br />data accuracy and ensuring compliance with industry standards. Our technical staff has been trained <br />in safety during data collection activities to tackle potential issues such as roadway construction, <br />pavement conditions, parking, weather, and other conditions and environmental factors. <br />CALTRAN’s next step in the assessment of the traffic demand growth is to estimate future traffic flow <br />conditions. Consistent with background traffic historical trends and/or Southeast Florida Regional <br />Model (SERPM) trends, a growth rate will be factored into current traffic demands. Future traffic <br />forecasts will be developed for build-out conditions to define baseline conditions for assessing the <br />impact of the individual subject project being analyzed. Forecasted movement counts will be <br />expressed as V/C ratios through data input into a simulation model.
