<br />4.10.Project Management - Controlling Schedule and Budget
<br />For each task order, CALTRAN will prepare a Project Plan and work breakdown structure identifying
<br />the authorized scope, deliverables, responsible personnel, allocated man-hours, budget, milestones,
<br />dependencies, City review periods, and final completion date. This plan will establish the baseline
<br />against which progress, expenditures, and schedule performance are measured.
<br />Juan Calderon, PE, PTOE, RSP1, will monitor each assignment against its approved baseline. Staff will
<br />record time through weekly electronic timesheets, allowing the Project Manager to compare actual
<br />hours, expenditures, and percent complete against planned performance. Task status will be reviewed
<br />during regular project-team meetings and formally updated at least biweekly. Primavera P6 or
<br />Microsoft Project will be used as appropriate to manage milestones, dependencies, resource
<br />assignments, and critical activities.
<br />If performance indicates a potential budget or schedule variance, CALTRAN will identify the cause,
<br />evaluate its effect, and implement corrective measures such as reallocating resources, resequencing
<br />activities, adding senior technical support, or developing a recovery schedule. Any issue that may affect
<br />an authorized milestone, budget, or City decision will be communicated promptly to the City’s Project
<br />Manager. CALTRAN will not undertake work outside an authorized task-order scope or budget without
<br />the City’s prior written approval.
<br />Design budgets and construction cost estimates will be prepared at the milestones established for
<br />each task order and updated whenever material changes occur in scope, design, quantities, market
<br />conditions, or implementation strategy. Estimates will be based on current and applicable cost
<br />information, supported by documented quantities and assumptions, and independently reviewed
<br />through CALTRAN’s QA/QC process. When an
<br />estimate indicates that a project may exceed its
<br />budget, CALTRAN will identify alternatives addressing
<br />constructability, phasing, materials, operational
<br />performance, and life-cycle considerations so the City
<br />can make an informed value-engineering decision
<br />without sacrificing essential project objectives.
<br />CALTRAN will provide periodic status reports
<br />comparing planned and actual progress, hours, costs,
<br />and milestone performance. Bluebeam and
<br />ProjectWise will support document control,
<br />interdisciplinary coordination, version management,
<br />and secure file sharing throughout each assignment.

<br />PROJECT SCOPE PRECISION
<br />Collaborating with the City, we refine the scope and create a detailed
<br />Project Work Plan for each assignment, ensuring accurate budgets
<br />and schedules.
