Submitted August 2026 Page 34 <br />RFQ RESPONSE – City of Sunny Isles Beach <br />RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL & <br />ENGINEERING CONSULTING SERVICES (CCNA) <br />4.11.Project Management: Quality Control / Quality Assurance — Four-Layer Process <br />CALTRAN applies a four-layer QA/QC process to all work products produced under this contract: <br />• Layer 1 – Self-Review: The task engineer reviews <br />all calculations, model inputs, and draft report <br />language for accuracy and completeness <br />before submission to the project manager. <br />• Layer 2 – PM Review: The project manager <br />reviews for technical accuracy, scope <br />compliance, and adherence to City and FDOT <br />standards. <br />• Layer 3 – Principal Review: For reports presented <br />to elected bodies, regulatory agencies, or public <br />meetings, the Principal-in-Charge reviews and <br />approves the final product. <br />• Layer 4 – Independent Peer Review: For novel <br />methodologies or first-of-type analyses, an <br />independent senior engineer not assigned to <br />the task provides a separate technical check. <br /> <br />4.12.Public Complaint and Issue Resolution <br />CALTRAN will acknowledge City-communicated complaints and technical concerns promptly and <br />notify the City’s Project Manager of the responsible team member, proposed corrective action, and <br />anticipated resolution schedule. Juan Calderon will serve as the City’s primary point of contact and will <br />coordinate the investigation, response, and resolution of each issue. Matters affecting scope, schedule, <br />budget, safety, or deliverable quality will be elevated immediately to the appropriate senior personnel. <br />Corrected work products will undergo CALTRAN’s established QA/QC review before resubmittal, and <br />each matter will be tracked through confirmation of resolution with the City. <br />4.13.Familiarity with Local Conditions <br />CALTRAN engineers maintain current, working knowledge of the transportation characteristics specific <br />to northern Miami-Dade coastal communities. Key conditions we account for in every analysis include: <br />ƒSevere seasonal traffic peaking (November–April tourist season) requiring seasonal adjustment <br />factors on all count data and capacity analyses. <br />ƒConstrained SR-A1A/Collins Avenue right-of-way requiring creative Complete Streets solutions <br />that balance vehicular throughput with pedestrian and cyclist safety. <br />ƒHurricane evacuation routing — Sunny Isles Beach's barrier island location makes evacuation <br />route capacity a recurring transportation planning consideration. <br />ƒActive high-rise residential and hotel development pipeline generating frequent traffic impact <br />study and site access review requests. <br />Resort-community parking demand requiring structured supply/demand studies and active <br />management strategies.
