RFQ RESPONSE – City of Sunny Isles Beach
RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL &
ENGINEERING CONSULTING SERVICES (CCNA)
Juan Calderon, PE, PTOE, RSP1, will serve as Project Manager and the City’s single point of contact. He
will lead a team whose key senior members bring more than 100 years of relevant experience. Because
CALTRAN will perform the proposed services in-house, the City will benefit from direct accountability,
consistent communication, and immediate access to the professionals responsible for the work. Our
staffing plan provides the capacity to respond promptly without compromising our existing
commitments.
CALTRAN’s approach is built around the qualities that matter most in a continuing contract:
Responsive service. We acknowledge routine requests promptly, prioritize urgent and safety-
related needs, and tailor our staffing to the size and schedule of each task order.
Practical project management. Every assignment begins with a clearly defined scope,
schedule, work plan, and budget. Progress and costs are monitored throughout the work so
that potential issues are identified early and addressed before they affect delivery.
Disciplined quality control. Each deliverable undergoes engineer self-review, project
manager review, and independent senior-level review for technical accuracy, scope
compliance, constructability, and consistency with City, County, and FDOT requirements.
Solutions grounded in local conditions. Our analyses account for the City’s seasonal
demand, high pedestrian activity, tourism and special events, high-rise development, limited
roadway capacity, hurricane evacuation needs, and the interaction among traffic, transit,
parking, loading, valet, TNC, and delivery operations.
CALTRAN offers Sunny Isles Beach more than technical capability. We offer a team that knows the City,
understands the regional agencies that influence its transportation network, and has the capacity to
serve as a dependable extension of City staff. Whether the assignment involves a focused traffic study,
development review, pedestrian-safety initiative, transit or mobility plan, signal improvement, parking
analysis, construction document, or broader corridor strategy, our goal will be the same: provide
timely, defensible, and implementable solutions that advance safety, mobility, accessibility, and quality
of life.
We respectfully ask the City to select CALTRAN for Category 7. We are ready to build upon our existing
knowledge of Sunny Isles Beach and give every task order the senior attention, technical rigor, and
responsiveness it deserves. CALTRAN certifies that no board member, officer, or employee of the City
has a direct or indirect financial interest in this contract.
Sincerely,

Juan Calderon, PE, PTOE, RSP1
