Submitted August 2026 Page 5 <br />RFQ RESPONSE – City of Sunny Isles Beach <br />RFQ # 26-07-01 | CONTINUING PROFESSIONAL ARCHITECTURAL & <br />ENGINEERING CONSULTING SERVICES (CCNA) <br />Juan Calderon, PE, PTOE, RSP1, will serve as Project Manager and the City’s single point of contact. He <br />will lead a team whose key senior members bring more than 100 years of relevant experience. Because <br />CALTRAN will perform the proposed services in-house, the City will benefit from direct accountability, <br />consistent communication, and immediate access to the professionals responsible for the work. Our <br />staffing plan provides the capacity to respond promptly without compromising our existing <br />commitments. <br />CALTRAN’s approach is built around the qualities that matter most in a continuing contract: <br />ƒResponsive service. We acknowledge routine requests promptly, prioritize urgent and safety- <br />related needs, and tailor our staffing to the size and schedule of each task order. <br />ƒPractical project management. Every assignment begins with a clearly defined scope, <br />schedule, work plan, and budget. Progress and costs are monitored throughout the work so <br />that potential issues are identified early and addressed before they affect delivery. <br />ƒDisciplined quality control. Each deliverable undergoes engineer self-review, project <br />manager review, and independent senior-level review for technical accuracy, scope <br />compliance, constructability, and consistency with City, County, and FDOT requirements. <br />ƒSolutions grounded in local conditions. Our analyses account for the City’s seasonal <br />demand, high pedestrian activity, tourism and special events, high-rise development, limited <br />roadway capacity, hurricane evacuation needs, and the interaction among traffic, transit, <br />parking, loading, valet, TNC, and delivery operations. <br />CALTRAN offers Sunny Isles Beach more than technical capability. We offer a team that knows the City, <br />understands the regional agencies that influence its transportation network, and has the capacity to <br />serve as a dependable extension of City staff.
