<br />Mr. Arbelaez Jaime has 31+ years of experience in traffic, transportation, planning andstatistics
<br />projects; his focus has always been on geographical information systems (GIS). He has
<br />provided on-site support to the TranStat group in District 4 for the past 15 years. He has
<br />developed projects using GIS for different cities and counties by using ESRI tools including
<br />ArcGIS. Jaime is proficient in the use of latest techniques and software such as ArcMap ,
<br />Spans, Idrisi, Erdas Imaging, Spot Imaging Processing, C, C++, VBA, Fortran, VBasic, and
<br />ArcObject.
<br />KEY PROJECTS
<br />FDOT D4, DW Statistics Data Collection & Analysis (2 Contracts), In-House Support
<br />Jaime has been working as in-house support for D4’s TCI department and has developed a
<br />custom Traffic Management Application (TMA) for them. The TMA application automates all
<br />the tasks related to traffic data collection in D4, such as task work orders, count checks,
<br />tracking systems, historical comments, and site maintenance. The TMA application interacts
<br />with GIS ArcView and Google Earth through a VB.net interface.
<br />Other tasks under this contract include:
<br />–Comparison between ITS and TTMS data (for different traffic conditions). Compilation in a
<br />new database of road segment information with characteristics to study, data from radar
<br />readers (ITS), information of counts by traditional methods (TTMS), with accumulated traffic
<br />readings every 15 minutes per 5-year device, implementation of a rapid analysis and
<br />information crossing system that allows you to see the comparative variation of the 2 counting
<br />methods for different roadway classifications.
<br />–Holiday traffic patterns. This database is updated annually to monitor the traffic variation
<br />with a 5-year history. The main user is the media, who gets information and graphics from the
<br />database for their use.
<br />Enhancement of the TMA classification module. This database stores the historical data of
<br />the vehicle classifications, as required by FHWA, allowing a better understanding of the
<br />variation in traffic by category (i.e., motorcycles, passenger vehicles, utility vehicles, trailers,
<br />semitrailers, etc.). Comparing data such as Directional Factor and Truck Factor provides an
<br />additional benefit by improving the quality control of new content that is accepted, if they are
<br />within the reasonable values of variation of the previous parameters.
<br />–Assessment of D4 freight truck roads network. For this process, a new database was
<br />created that combines different databases with information on the D4 roadways (i.e., number
<br />of lanes, segment length, functional classification, etc.), traffic counts from the last 10 years
<br />(approximately 3,000,000 stations), and a dynamic form of data extraction and combinations.
<br />–Implementation of the D4 Traffic Program by corridor to improve theaccuracy of data
<br />collection.
<br />–Maintenance of the TCI SharePoint (KML, SYN, SHP, etc.).
<br />– Support the D4 TCI in using GIS to improve the traffic count program quality control and to
<br />provide a better understanding of traffic counter locations.
<br />– Development of a database system to managethe PTMS that provides information on its
<br />status, coordinates, repairs, and other relevant data for needed for proper management.
