AUDREY CABAY <br />TRANSPORTATION PLANNER <br />PROFILE <br />MS. Cabay has experience in all facets of planning across Florida. With a specialized interest in bicycle <br />and pedestrian infrastructure, Ms. Cabay has participated in safety action plans, multi-modal master <br />plans, active transportation network planning, and corridor studies. Passionate about transparency, she <br />has strong cartographic skills using Geographic Information System (GIS) platforms, research and <br />analytical skills of policy, and an understanding of inter-agency connections for implementation. <br />Ms. Cabay has worked with counties and cities across Florida to adopt new strategies and plans for <br />safe, connected, and active transportation development. <br />KEY PROJECTS <br />Miami-Dade County Department of Transportation and Public Works | In-House Bicycle <br />Pedestrian Planner | Supported the County’s Vision Zero and Bicycle Pedestrian Programs. <br />Assisted with safety analyses, responsible for bicycle and pedestrian design reviews, <br />represented the County in inter-agency communication and coordination with FDOT, TPO, and <br />municipalities, and managed infrastructure projects focused on eliminating serious injuries and <br />fatalities with new and/or improved bicycle-pedestrian amenities. <br />City of West Miami| Bicycle and PedestrianSafety Plan | Developed outreach strategy and <br />materials to collect resident feedback and needs for the city’s bicycle and pedestrian <br />infrastructure. Organized two walking audits, leading community members in a two-way <br />dialogue, with participation from a diverse profile of residents. <br />City of Tamarac | Multimodal Mobility Master Plan | Planner, Production Staff. Created report <br />maps, synthesized findings from Existing Conditions research, Public Engagement channels, and <br />Recommendations development to write final report chapters. Planned and participated in public <br />engagement meetings, getting feedback from residents and introducing project recommendations. <br />Osceola County | Safety Action Plan | Contracted by MetroPlan Orlando MPO to develop a <br />County-wide Safety Action Plan. Designed and prepared leadership workshops, performed crash <br />analysis based on Signal 4 Analytics data, developed policy and program recommendations to improve <br />road safety outcomes. <br />City of Miami Beach | W 41st Street Left-Turn Warrant analysis | Hired by the City to evaluate <br />effective strategies for managing flow of traffic on a heavily congested bridge-access road. Conducted <br />site visits to assess efficacy of traffic control pilot, safety of school crossings, and current road <br />environment in the study area surrounding W 41st Street. Mapped pertinent data such as Turn Count <br />Movements, crashes, signals, schools, and pilot program extent. Communicated findings of the site visit <br />with a memo and sketch of findings, concluding that the pilot was insufficient. <br />City of Miami | Silver Bluff Neighborhood Traffic Calming Study | Hired by the City to <br />recommend strategies to reduce cut-through traffic and excess speeds in the neighborhood, without <br />using full road closures. Performed a detailed analysis of crash data, looking for changes before and <br />after temporary road closures were implemented. Evaluated road geometry using satellite images and <br />areas of concern using crashes and volume and speed data. Provided non-closure countermeasures to <br />reduce reckless behavior, improve safety outcomes, and improve pedestrian safety at crossings. <br />City of Boca Raton | Downtown Mobility Study | Hired by the City to redesign E Palmetto Park <br />Road, improve mobility options, and develop parking management strategies for Downtown Boca Raton. <br />Lead multiple channels of public engagement: door-to-door outreach, business stakeholder meetings, <br />meeting for the general public, and integration into City events.
