DANIEL CHACON <br />ENGINEER TECHNICIAN <br />Pedestrian Crosswalk Assessment – Collins Avenue & Poinciana Island Drive (2024) | I prepared a comprehensive <br />technical memorandum evaluating the need for a midblock crosswalk at Collins Avenue and Poinciana Island Drive. This <br />assessment was conducted as part of an FDOT District-Wide Traffic Operations study in response to resident concerns about <br />pedestrian safety. I analyzed pedestrian demand, traffic patterns, and roadway conditions to determine the feasibility of a <br />crosswalk installation. Based on my findings, I provided recommendations to enhance pedestrian protection and improve overall <br />safety in the area. Xaviel Llerena, (305) 470-5303 <br />Safety Assessment – SR 968/SW 1 Street from SW 17 Ave to SW 13 Ave (2024) | I conducted a technical analysis along <br />SR 968/SW 1 Street from SW 17 Avenue to SW 13 Avenue to evaluate potential safety improvements. This study was part of <br />an FDOT initiative in collaboration with the City of Miami Police Department under the High Visibility Enforcement (HVE) Grant. <br />I assessed roadway conditions, lighting adequacy, and non-motorized traffic conflicts to identify hazards reported by officers. <br />Based on my findings, I provided recommendations aimed at enhancing pedestrian and vehicular safety while improving overall <br />corridor functionality. Xaviel Llerena, (305) 470-5303 <br />Traffic Speed Study – Miami-Dade & Monroe Counties (2025)| I conducted traffic speed studies at seven locations across <br />Miami-Dade and Monroe Counties as part of an FDOT District-Wide Traffic Engineering Data Collection Contract. The objective <br />was to evaluate the need for adjusting posted speed limits based on field observations and traffic data analysis. Following <br />FDOT’s Traffic Engineering Manual (TEM) and the Speed Zoning Manual (Section 9.3.3), I analyzed 85th percentile speeds, <br />ten-mile pace, and compliance rates during peak and off-peak hours.
