<br />Mr. Chacon has been involved in various planning, studies, and data collection projects. He is
<br />experienced in conducting a range of traffic studies, including traffic counts, vehicle and
<br />pedestrian classifications, turning movement studies, parking studies, roadway characteristics
<br />inventory, signal warrants, and speed studies.
<br />KEY PROJECTS
<br />Access Management Study – SR 916/NW 135 Street (2023) | conducted an access
<br />management study along SR 916/NW 135 Street between NW 47 Avenue and NW 30 Avenue
<br />under an FDOT Traffic Operation Studies contract. This evaluation followed the 2023 FDOT
<br />Multimodal Access Management Guidebook and the Corridor Access Management Plan
<br />(CAMP) process, which includes assessing existing and future conditions, developing a vision,
<br />and identifying necessary improvements. My analysis focused on optimizing access points,
<br />improving traffic flow, and enhancing safety for all users. Public participation played a key role
<br />in shaping the recommendations, ensuring alignment with community needs and FDOT

<br />Accessible Pedestrian Signal (APS) Feasibility Study – SR 953/Le Jeune Road (2023)
<br />| I conducted a feasibility study to evaluate the implementation of Accessible Pedestrian Signals
<br />(APS) at key intersections along SR 953/Le Jeune Road, including Minorca Avenue, Andalusia
<br />Avenue, Valencia Avenue, and Bird Road in Coral Gables. This assessment followed MUTCD
<br />Chapter 4C standards, FDOT’s Traffic Engineering Manual (TEM), and Miami-Dade County’s
<br />Signals and Signs Guidance. I analyzed intersection characteristics, collected traffic and
<br />pedestrian data, and evaluated existing signal attributes to determine the necessity and

<br />Technical Memorandum –SR 860/NE 185 Street (Royal Bahamian Condominiums) (2023)
<br />| I conducted a technical analysis to evaluate traffic flow issues along SR 860/NE 185 Street
<br />between NE 12 Avenue and NE 14 Avenue near the Royal Bahamian Condominiums. This
<br />study was performed under an FDOT Traffic Operation Studies contract in response to
<br />concerns about vehicles parking along the outside lawn shoulder. My analysis focused on

<br />Central Island Improvements – City of Sunny Isles (2024)| I conducted a comprehensive
<br />traffic circulation assessment in three phases, incorporating short- and long-term
<br />recommendations based on the City’s request. My focus was on improving the planning, design,
<br />operation, and maintenance of streets to ensure safe and efficient mobility for all users,
<br />including pedestrians, bicyclists, motorists, and transit riders. I analyzed traffic patterns,
<br />identified key areas for improvement, and proposed infrastructure enhancements to optimize

<br />Qualitative Assessment – SR 860/Miami Gardens & NE 18 Avenue (2024)| I conducted a
<br />qualitative assessment, including a lighting analysis, at the intersection of SR 860/Miami
<br />Gardens Drive/NE 185 Street and NE 18 Avenue. The goal was to evaluate the need for
<br />improvements by analyzing traffic conditions, lighting adequacy, and safety concerns. Based
<br />on my findings, I provided recommendations aimed at enhancing visibility, optimizing traffic
