<br />Several of our key personnel bring direct public-sector leadership experience, including the following:
<br /> »Jose Caraballo, PE: The Village of Key Biscayne contracted with CES to provide staff augmentation services for a period of
<br />approximately three months. During this time, Jose assisted Village staff serving in the temporary role of Interim Public Works
<br />Director. In this capacity, he performed plans reviews, reviewed upcoming solicitations and recently awarded contracts, assisted
<br />contractors working on construction projects, communicated with FPL regarding power outages, provided public outreach
<br />addressing residents’ concerns, and assisted Village staff with their upcoming stormwater initiative.
<br /> »Darlene M. Fernandez, PE: Darlene has served in key leadership roles including Executive Director of the Miami-Dade Expressway
<br />Authority (MDX), where she oversaw the planning, design, construction, operations, and maintenance of five major expressways
<br />totaling more than $250 million in annual capital and operational expenditures, and Assistant Director of Traffic Services for the
<br />Miami-Dade County Department of Transportation and Public Works (DTPW), where she managed two divisions responsible for
<br />approximately 5,000 traffic signals, approximately 27,000 streetlights, and 1.5 million traffic control signs across the County.
<br /> »Christopher R. Bennett, PE: As former Assistant Director of Public Works for the Cities of Miami and Fort Lauderdale, Christopher
<br />has led large-scale capital improvement programs, including Fort Lauderdale’s $250 million infrastructure upgrade and Miami’s
<br />$400 million Miami Forever Bond program.
<br /> »Mary Cardenas-Aldir: Mary served as CIP Director and CIP Project Coordinator for the Town of Medley. Her responsibilities
<br />included coordinating various improvement projects across construction and design disciplines, processing FDOT LAP within the
<br />GAP system, and reconciling work orders for continuing services contracts. Tasks encompassed budget forecasting up to five years,
<br />schedule analysis, grant research, and reimbursement coordination with entities such as FDEP, MDC, ARPA, and FDOT.
<br />This experience translates into a strong understanding of how the City plans, funds, procures, and delivers infrastructure projects. Our
<br />professionals understand the City’s need to balance technical excellence with transparency, fiscal responsibility, and responsiveness to
<br />residents, businesses, and visitors. This experience enables CES to align seamlessly with City processes, from scoping and prioritization
<br />through design, permitting, and construction oversight. Our team understands how to navigate interagency coordination, public
