<br />while providing drainage capacity for a 10-year storm event level
<br />of service with no structure flooding, a revised typical section
<br />incorporating pedestrian and bicyclist-friendly corridors, public/
<br />private property harmonization, new traffic signals, street
<br />lighting, and landscaping. The project also includes design
<br />and harmonization of the primary commercial and high-rise
<br />condominium areas, requiring enhanced pedestrian access,
<br />landscaping, and a modified roadway cross-section between 8th
<br />and 14th Streets to support bicycle traffic.
<br />Coordination & Outreach: Efforts include collaboration with
<br />CMB and the public through the Public Information Officer (PIO),
<br />as well as management and coordination of 10 subconsultants
<br />across multiple disciplines. Bi-weekly design, utility, and project
<br />meetings were directed or attended with City staff and project
<br />team members. Multiple public meetings were developed and
<br />supported, including preparation of presentations for City review
<br />and community engagement. Participation in the 100 Resilient
<br />Cities Workshop resulted in direct design enhancements. An
<br />arborist was utilized to identify and evaluate the existing tree
<br />canopy within and adjacent to the right-of-way to preserve
<br />existing green infrastructure where feasible.
<br />Encroachment reviews and optional design considerations were
<br />conducted to resolve conflicts, resulting in harmonization plans
<br />for 55 properties. Each property plan set included a site plan,
<br />landscape plan, and 3D perspective rendering. In addition, four
<br />existing City and FDOT stormwater pump stations that interface
<br />with the project were evaluated for emergency generator
<br />locations and connections, supported by supplemental surveys
<br />and site investigations to enhance system resiliency.
<br />Utility coordination included collaboration with 18 utility
<br />providers along the project right-of-way to identify existing
<br />facilities, conflicts, and opportunities for relocations or
<br />adjustments. A Master Utility Plan was created, developed, and
<br />maintained to integrate and remediate affected utilities. Using
<br />Civil 3D software, a detailed 3D utility model and interactive
<br />video were developed to represent existing and proposed
<br />subsurface conditions, minimize conflicts, and improve utility
<br />corridor planning.
<br />Transportation: Improvements include standardizing travel
<br />lanes to 10 feet, introducing raised medians where feasible,
<br />and reconfiguring intersections to incorporate split pedestrian
<br />ramps to improve ADA accessibility and sightlines. Operational
<br />traffic analyses were also performed to meet Department of
<br />Transportation and Public Works (DTPW) requirements for lane
<br />modifications and crosswalk additions.
<br />Stormwater Drainage System: Improvements include review and
<br />evaluation of two existing hydraulic models and development
<br />of an updated Stormwater and Hydraulic Model for the West
<br />Avenue Project Basin, encompassing approximately 600 acres
<br />extending east to the Atlantic Ocean. Modeling was performed
<br />using ICPR4 and included upsizing of drainage lines, curb
<br />inlets, and yard piping, along with significant upsizing and
<br />modifications to proposed pump stations. Pre- and post-
<br />construction scenarios and three alternative stormwater models
<br />were developed, accounting for proposed roadway elevations
<br />and existing finished floor elevations. A hydraulic grade line was
<br />developed and maintained at one foot below the lowest finished
<br />floor elevation.
<br />The project includes replacement and upsizing of the stormwater
<br />drainage system including 2,055 LF of 24-inch RCP drainage, 30
<br />LF of 30-inch RCP drainage, 870 LF of 48-inch RCP drainage, and
<br />1,700 LF of 60-inch RCP drainage, with equivalent box culvert
<br />alternatives considered.
<br />Water Distribution & Transmission System: Improvements
<br />include replacement of existing water mains, including 980
<br />LF of 6-inch fire service lines, 3,900 LF of 12-inch distribution
<br />main, and 2,400 LF of 20-inch transmission main. New service
<br />connections, meters, hydrants, and irrigation lines will be
<br />installed, and existing water mains will be decommissioned. This
<br />new system will be installed along West Avenue, between 8th
<br />and 14th Streets, and along 8th Street to 14th Street between
<br />West Avenue and Alton Road.
<br />Sanitary Sewer Collection System: Improvements include
<br />rehabilitation and replacement-in-kind of the existing collection
<br />system along with adjustments to slopes and manholes, with
<br />replacement of 3,350 LF of pipe ranging from 12-inch to 18-inch
<br />diameters and installation of 30 maintenance access structures.
<br />Construction Phase: During this phase, CES will serve as
<br />construction manager and inspector on behalf of the City,
<br />reviewing non-compliance notices, verifying maintenance
<br />of traffic implementation, coordinating utility shutdowns
<br />and tie-ins, and leading substantial and final completion
<br />processes, including punch lists, certification packages, as-built
<br />documentation, O&M reviews, and final payment certification.
