RFQ # 26-07-01 | CITY OF SUNNY ISLES BEACH | CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA)82
CES CONSULTANTS, INC.
Johnson Street Bridge Replacement: CES is supporting the City of Hollywood with preconstruction and CEI services for the complete
replacement of the Johnson Street Bridge over the C-10 Canal. The project is being advanced as an FDOT Local Agency Program
(LAP)-funded improvement and represents an important component of the City’s long-term capital improvement program.
During preconstruction, CES is performing a detailed constructability review of the 90% bridge plans in accordance with FHWA and
AASHTO best practices. The review evaluates structural feasibility, construction sequencing, staging, site access, superstructure
and substructure integration, temporary works, utility and structural interfaces, and other risk-prone design elements that could
result in construction delays or additional costs. CES is also identifying value engineering opportunities, reviewing the design for
biddability and phased execution, participating in design coordination and comment resolution meetings, and providing a sealed
constructability review letter.
During construction, CES will serve as the City’s representative and provide construction administration, full-time structural
inspection, and part-time roadway inspection during critical operations. Responsibilities include monitoring bridge, roadway, utility,
and maintenance-of-traffic activities; verifying compliance with the approved plans, specifications, permits, and FDOT requirements;
reviewing contractor schedules, quantities, pay applications, and change orders; coordinating RFIs with the Engineer-of-Record; and
overseeing materials sampling and testing documentation.
CES will also maintain daily inspection reports, photographic records, progress documentation, and project correspondence; monitor
environmental, permit, safety, and site control compliance; coordinate with utilities and project stakeholders; and assist the City
in resolving construction-related issues. During project completion, CES will support substantial and final completion inspections,
punchlist preparation and monitoring, closeout documentation, and records required to support the Engineer-of-Record’s final
certification. The anticipated construction phase CEI duration is 390 calendar days.
