The project passes <br />through, or lies immediately adjacent to, six jurisdictions: City of Sunrise; Town of Davie; City of <br />Plantation; City of Fort Lauderdale; Town of Dania; and unincorporated areas of Broward County. <br />Additionally, CES assigned certified CTQP Inspectors to sample Portland Cement Concrete at the <br />site during placement of the site’s structural concrete. The inspector made concrete cylinders for <br />compressive strength testing and performing plastic properties tests that included water/cement <br />ratio and temperature. During the placement of Class I concrete, the CTQP certified inspector <br />checked the water/cement ratio of the mix delivered at the frequency specified by the FDOT Standard <br />Specifications for Road and Bridge Construction (FDOT Specification). <br />We also provided a CTQP Earthwork Level I certified inspector to perform in-place density tests <br />with a nuclear gauge (ASTM D-2922) on compacted soils, as well as to collect soil samples needed <br />for laboratory testing. Additionally, CES provided asphalt paving inspection services according <br />to FDOT Standards. Our field representative confirmed the temperature of the material and the <br />placement of all layers, also preparing all documentation related to these activities. Finally, the field <br />representative monitored field conditions and that the contractor operated in compliance with a safe <br />working environment. <br />A major component of the project was the construction of three at-grade reversible express toll <br />lanes known as the 595 Express, serving express traffic to/from the I-75/Sawgrass Expressway from/ <br />to east of SR 7, with a direct connection to the median of Florida’s Turnpike. These lanes are operated <br />as managed lanes with variable tolls to optimize traffic flow and reverse directions in peak travel <br />times (eastbound in the AM and westbound in the PM). The public-private partnership (P3) between <br />the Florida Department of Transportation (FDOT) and a private concessionaire, I-595 Express, LLC, <br />provided for the design, construction, financing, operation, and maintenance of the roadway for a <br />35-year term. FDOT provided management oversight of the contract and installed, tested, operates, <br />and maintains all tolling equipment for the express lanes. The utilization of TIFIA financing and <br />P3 structuring allows for project delivery 15 years sooner and with approximately $394 million in <br />financing cost savings compared to more conventional delivery mechanisms.
