<br />TAB 2 - QUALIFICATIONS
<br />| Schedule of Proposed Services and Understanding of Project Requirements
<br />CHA understands that the City of Sunny Isles Beach is seeking qualified firms to provide continuing professional engineering
<br />consulting services on an as-needed basis under the Consultants' Competitive Negotiation Act (CCNA) for General Civil
<br />Engineering, Transportation/Transit/Traffic Engineering, Electrical Engineering, and Construction Engineering & Inspection
<br />(CEI) Services. The City requires responsive and experienced consultants capable of supporting a wide range of municipal
<br />infrastructure improvements, transportation enhancements, utility projects, electrical systems improvements, permitting
<br />efforts, and construction phase services while coordinating with local, county, state, and federal agencies.
<br />CHA's approach is centered on providing timely, cost-effective, and technically sound solutions that support the city's capital
<br />improvement goals while minimizing impacts to residents, businesses, and visitors. We recognize that assignments may range
<br />from planning studies and feasibility evaluations to design, permitting, bidding assistance, construction administration, and CEI
<br />services. Our team is prepared to provide multidisciplinary support and rapidly mobilize resources to meet the city's schedule
<br />and project-specific requirements.
<br />For individual task orders issued under the continuing services contract, CHA anticipates the following general service delivery
<br />schedule:
<br />For General Civil Engineering assignments, CHA will provide engineering services related to roadway, drainage, stormwater,
<br />utility, and municipal infrastructure projects, including planning, design, permitting, construction administration, and regulatory
<br />coordination. For Transportation/Transit/Traffic assignments, our team will support traffic studies, transportation planning,
<br />multimodal improvements, traffic operations analyses, ITS applications, traffic calming, signalization, and coordination with
<br />FDOT and Miami-Dade transportation agencies. Electrical Engineering services will include street lighting, roadway lighting,
<br />facility electrical systems, power distribution, controls, and related electrical infrastructure improvements. CEI services will
<br />include project inspection, contract administration, documentation, quality assurance, materials coordination, and construction
<br />oversight to ensure compliance with project plans, specifications, and applicable regulations.
<br />CHA will maintain regular communication with city staff throughout each assignment, provide progress updates at critical
<br />milestones, and deliver responsive support to ensure projects advance efficiently from planning through design, construction,
<br />and closeout. Our scalable staffing approach allows us to mobilize the appropriate technical resources quickly and provide the
<br />level of service necessary to successfully deliver the city's projects.
<br />PHASE SERVICES
<br />Phase 1 - Project Initiation &
<br />Evaluation
<br />Review city objectives, collect available data, perform site assessments, coordinate with
<br />stakeholders, identify constraints, and confirm project scope and schedule.
<br />Phase 2 - Planning &
<br />Preliminary Engineering
<br />Prepare studies, alternatives analyses, transportation evaluations, utility assessments, con-
<br />ceptual designs, and preliminary cost estimates.
<br />Phase 3 - Design &
<br />Permitting
<br />Develop construction plans, technical specifications, engineer's cost estimates, permitting
<br />documents, and coordinate with regulatory agencies including Miami-Dade County and
<br />FDOT, as required.
<br />Phase 4 - Bidding &
<br />Procurement Support
<br />Prepare bid documents, respond to contractor questions, assist with addenda, evaluate bids,
<br />and provide recommendation for award.
<br />Phase 5 - Construction
<br />Administration & CEI
<br />Provide contract administration, construction observation, resident engineering, inspections,
<br />materials coordination, documentation, progress meetings, and quality assurance reviews.
<br />Phase 6 - Project Closeout Review final documentation, verify completion of punch list items, prepare record drawings,
<br />and support project closeout activities.
