PAGE 33 | RFQ 26-07-01; CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) TAB 2 - QUALIFICATIONS CONSTRUCTION ENGINEERING & INSPECTION WEST AVENUE RECONSTRUCTION | CITY OF MIAMI BEACH CHA is providing Construction Engineering and Inspection (CEI) services for the West Avenue Infrastructure Improvement Program – Neighborhood No. 11, Phase II, a major roadway and utility reconstruction project along West Avenue north of 14th Street. The project includes replacement of aging water distribution systems with new 20-inch and 12-inch DIP lines, replacement of fire hydrants and water meters, and upgrades to the gravity sanitary sewer system, including installation of 50 manholes and over 200 lateral connections. Additional improvements include a new stormwater drainage collection and pumping system, construction of a new concrete seawall with a 20-foot concrete dissipation box, roadway elevation of approximately 690 feet, new street and pedestrian lighting, signalization upgrades, irrigation and landscaping improvements, and construction of a new 250-linear-foot baywalk. CHA’s CEI services support on-call task assignments, coordination with City staff, environmental compliance, and construction oversight for this complex, ongoing infrastructure effort. DRAINAGE & OUTFALL IMPROVEMENTS AT NW 58TH STREET | CITY OF DORAL CHA supported the City of Doral on the Sub-Basin H5 – NW 58th Street Canal and Outfall Improvements, a two-phase, $1.5 million stormwater infrastructure project funded by the Florida Department of Economic Opportunity (DEO). The project focused on roadway and drainage upgrades along NW 58th Street from NW 78th Avenue to NW 79th Avenue, including Maintenance of Traffic (MOT), site clearing, trench drains, new inlets and manholes, concrete sidewalks and curbs, milling and resurfacing, thermoplastic pavement markings, and landscaping replacement. CHA provided project management and CEI services, including inspection oversight, shop drawing review, RFIs, permit compliance, and SWPPP reporting. CHA also coordinated closely with DEO, managing reimbursement requests and advising the City on strategic contract restructuring to ensure full utilization of allocated grant funds. The project included full reconstruction of the roadway and streetscape, removal of encroachments, and raising the roadbed to a minimum crown elevation of 3.7 NAVD to improve drainage and resiliency. Improvements included installation of a new stormwater system with 36-inch reinforced concrete pipe, P-5 and P-6 drainage structures, trench drains, and connection to an existing outfall. Utility upgrades consisted of replacing existing water mains and fire hydrants with an 8-inch main and automated meter reading technology, as well as installation of new 18-inch and 24-inch PVC gravity sewer mains with manholes. CHA’s CEI services supported construction oversight, utility coordination, drainage improvements, and accessibility enhancements for this complex urban corridor.
