<br />Arnelio Alfonso, PE | Project/Contract Manager. Arnelio brings more than 38 years of experience
<br />managing and delivering multidisciplinary infrastructure projects for public sector clients
<br />throughout South Florida. His expertise includes water and wastewater systems, civil engineering,
<br />drainage and stormwater improvements, transportation-related infrastructure, utility coordination,
<br />and construction support services. For more than two decades, he has led multidisciplinary
<br />teams, overseeing project planning, design, permitting, stakeholder coordination, and contract
<br />administration.
<br />As Contract Manager, Arnelio will serve as the primary point of contact and provide overall
<br />leadership, oversight, and quality management for the contract. He will coordinate resources across
<br />multiple disciplines, monitor budgets and schedules, and ensure all assignments are delivered
<br />efficiently, on time, and in accordance with the Client's objectives. His extensive experience
<br />managing diverse infrastructure projects and continuing services contracts enables him to
<br />successfully oversee a broad range of task orders while maintaining responsive client service and
<br />technical excellence.
<br />| Contract Manager and Key Personnel
<br />CHA’s proposed Project Leadership and Management Team is organized to deliver responsive,
<br />well-coordinated, and high-quality services throughout the life of the project. The team includes
<br />dedicated managers for each discipline, supported by a Principal-in-Charge, Contract
<br />Manager, and Quality Manager who provide strategic oversight, contractual compliance, and
<br />quality assurance.
<br />This management structure promotes clear lines of communication, efficient decision-making,
<br />and accountability at every level, ensuring the project is delivered in alignment with the Owner’s
<br />objectives, technical requirements, and quality standards.
<br />Elio Espino, PhD, PE | Principal-in-Charge
<br />Elio has 28 years of experience, and specializes
<br />in traffic operations and studies, safety,
<br />signal design, work zone management, and
<br />transportation systems management, and
<br />previously served as FDOT District 6 safety engineer. He will
<br />serve as Principal-in-Charge for this continuing services
<br />contract. As a Senior Principal Engineer with CHA, Elio will
<br />provide executive oversight and strategic leadership for assigned
<br />infrastructure task assignments. He will be responsible for
<br />contract stewardship and ensuring services are delivered in
<br />alignment with the client’s objectives, schedules, and budgets.
<br />He will work closely with the contract manager to maintain
<br />consistency, responsiveness, and high professional standards.
<br />Eithel Sierra, PE | Quality Manager
<br />Eithel has over 31 years of experience
<br />designing highway and infrastructure facilities.
<br />Eithel will serve as Quality Manager for this
<br />continuing services contract. In this role, he
<br />will oversee implementation of the firm’s quality management
<br />program, ensure compliance with applicable agency standards
<br />and contract requirements, and conduct independent technical
<br />reviews of project deliverables He will work closely with project
<br />managers and technical leads to monitor QA/QC procedures and
<br />promote consistent, high-quality performance throughout the
<br />duration of the contract.
