Sierra, PE <br />QA/QC Manager <br />Eithel has over 31 years of experience designing and managing highway and <br />infrastructure facilities. He dedicated his first three years to providing Microstation, <br />GEOPAK, CAICE, and plans preparation technical support to Florida, Illinois, and the <br />Mississippi departments of transportation. He is highly experienced and works in <br />urban and rural new construction, total reconstruction and resurfacing, restoration, <br />and rehabilitation projects, including roadway, signing and pavement markings, <br />signalization, lighting, and ITS components. Eithel is experienced in water and sewer <br />main design, right-of-way plans, intersection layouts, specifications, technical <br />special provisions, utility coordination, and permits. He is certified by FDOT to <br />design traffic control plans. He has designed and managed several water and sewer <br />projects for the Miami-Dade Water and Sewer Department, Florida Keys Aqueduct <br />Authority, the City of Miami Beach, and other municipalities. Representative project <br />experience includes: <br />City of Miami, FL, Miami River Greenway, Curtis Park East, NW N. River Drive <br />(NW 24th Avenue to NW 22nd Avenue), Miami, FL. Quality manager for this <br />local agency program (LAP) project managed by FDOT District 4. This project’s <br />primary goals include improvements to the existing roadway, the reconstruction and <br />realignment of NW North River Drive, and installing a greenway path on the south <br />side of NW North River Drive. The scope also includes reconstruction of NW 24th <br />Avenue, sidewalk and greenway construction, including reconstruction of existing <br />sidewalks and the Miami Riverwalk Path as part of the Miami River Greenway. <br />Eithel is responsible for the design and coordination with the locals, including <br />environmental permitting. <br />City of Miami, FL, Roadway and Drainage Improvements Fast Response <br />Projects, Miami, FL. Project manager for designing and preparing contract plans <br />and specifications for roadway and drainage improvement projects along various <br />locations within District 3. Improvements included roadway milling and resurfacing, <br />drainage improvements, damaged curb and gutter replacement, sidewalks and <br />driveways, ADA ramps where applicable, signing and pavement markings, utility <br />coordination, and permits. <br />Florida Department of Transportation - District 4, SR 817/University Drive <br />(Riviera Boulevard to SR 824/Pembroke Road), Pembroke Pines, FL. Project <br />manager for this Broward County Metropolitan Planning Organization (MPO) mobility <br />project along SR 817/University Drive. The primary purpose of this project was to <br />provide pedestrian, bicycle, traffic, transit, operational, and safety improvements <br />along the project limits. The improvements included accommodating bicycle lanes <br />by milling, resurfacing, and widening the existing roadway; drainage, curb and <br />gutters; widening sidewalks; ADA curb ramps; adding bus shelters at current bus <br />stop locations; constructing a new pedestrian overpass bridge near the intersection <br />of Miramar Boulevard, over the South Broward Drainage District Canal 1; upgrading <br />signing and pavement markings, upgrading pedestrian countdown signals at all <br />signalized intersections; replacing light poles impacted by the proposed widening; <br />and improving lighting uniformity levels on the sidewalk, including pedestrian <br />lighting retrofit at all signalized intersections.
