Espino, PhD, PE <br />Principal-in-Charge <br />Elio has over 29 years of experience and serves as traffic and intelligent <br />transportation systems (ITS) business practice leader. In this role, he leads a team <br />of engineers and engineering technicians providing services in traffic operations <br />(TOPS), traffic safety, signal retiming, signalization design, signal systems, work <br />zone management, transportation systems management and operations (TSM&O), <br />and traffic data collection. He has worked within FDOT District 6, serving as a <br />district safety engineer for the last three years of his seven-year tenure with the <br />department. He is an experienced project manager and has served in this capacity <br />on over 12 task work order-driven contracts. His expertise includes TOPS, TSM&O, <br />traffic safety, signal timing, signalization design, pedestrian and bicycle safety, and <br />traffic data collection. Representative project experience includes: <br />Florida Department of Transportation - District 6, Rickenbacker Bridge <br />Rehabilitation (Bridges 870162 (NB to I-95) & 870163 (SB to S Dixie Hwy) <br />Active Work Zone Management and Maintenance of Traffic (MOT) Support. <br />Project manager representing FDOT District 6. Provided support in developing signal <br />timing plans and coordinated with the signal maintaining agency to implement <br />them in the central system. Collaborated with the project CEI, City of Miami Police, <br />and Village of Key Biscayne Police to ensure efficient traffic operations. Actively <br />monitored work zones and made real-time signal timing adjustments to alleviate <br />congestion and improve traffic flow. Documented and analyzed outcomes through <br />daily dashboards and traffic alerts to ensure effective traffic management. <br />Florida Department of Transportation - District 6, Districtwide Signal <br />Retiming. Deputy project manager for the overall District 6 retiming effort and <br />as engineer-of-record for retiming over 300 signals in Miami-Dade and Monroe <br />counties. This task work order is to perform signal retiming of all traffic signals in <br />the state highway system in Miami-Dade and Monroe counties during the weekday <br />peak periods. This project task includes coordination with signal maintaining <br />agencies, developing and implementing time-of-day timing plans, before and after <br />evaluations, and collecting traffic data. <br />Operations Support (TOPS) Services. Senior transportation engineer responsible <br />for in-house support services at the District Traffic Operations Office in pedestrian <br />and bicycle safety and the district’s Transportation Systems Management and <br />Operations Program (TSM&O). As part of the pedestrian and bicycle safety program, <br />Elio investigated all pedestrian and bicycle safety requests, completing over <br />80 requests. Elio acted as the engineer-of-record for over two pedestrian and <br />bicycle safety studies, resulting in over $10 million of new pedestrian and bicycle <br />safety improvements.
