PAGE 73 | RFQ 26-07-01; CITY OF SUNNY ISLES BEACH CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) TAB 3 - STAFFING Lissette Guon, EI, IMSA I & II Senior Utility Coordinator Lisette has over 25 years of experience working as a transportation engineer with the Florida Department of Transportation and local agencies. Lisette has worked on several projects, including RRR, roadway reconstruction, and design-build projects. She has designed and drafted roadway plans, signing and pavement marking plans, and signalization plans using the CADD system and Geopak software. She has created and reviewed pavement design packages, typical sections, and horizontal and vertical alignments. Lisette has also prepared, reviewed and updated roadway plans and other construction documents per the FDOT Plans Preparation Manual, FDOT Design Standards, and Manual of Uniform Traffic Control Devices. She has generated CADD-produced quantities using Geopak for the computation book; computed areas, volumes, and geometric data; prepared cost estimates analysis; and established projects in the construction estimating system. Representative project experience includes: Greater Miami Expressway, FL, 836-29 NW 87th Avenue Interchange Improvements at SR 836. Senior utility coordinator for this $5.5 million project. The SR 836/NW 87th Avenue interchange reconstruction is the final piece necessary to complete the Section 5 Master Plan. The project will complete the system-to- system connections for the western portion of SR 836 connecting to SR 826 and provide the ultimate capacity improvements along the SR 836 mainline. In addition, the project will provide significant traffic operations and safety improvements for the interchange and the surrounding arterial network. Lissette was responsible for developing utility adjustment plan sheets, including existing and proposed relocations, utility coordination with all utility companies having facilities within the project corridor, and conducting field coordination meetings with utility companies and the design team to coordinate and minimize relocations. Miami-Dade Water and Sewer Department, FL, 48-Inch Diameter Water Transmission Main for “Area N”. Senior utility coordinator for this 2.3 million project that consisted of the installation of 6 miles of 48-inch PCCP water main and along SW 117 Avenue with two canal crossings (C-100) and Snapper Creek Canal. The project also included the installation of 6,660 linear feet of 16-inch ductile iron force main along SW 117 Avenue (SW 108 Street to SW 88 Street). Lissette was responsible for coordinating with all utility agency owners with existing facilities within the project limits identifying and avoiding potential conflict with proposed work. Some of the tasks performed were kick-off meeting, gathering utility information such as as-built and marked-up plans from the utility companies, preparing all necessary information for conducting meetings, preparing minutes, follow-up with all of the utility companies, including phone calls, and face-to-face meetings to ensure the utility companies completed. They returned the required documents for the designer to accomplish a design minimizing relocation and project construction delays. Florida Department of Transportation - District 6, Miami Intermodal Center Utility Master Plan. Senior utility coordinator for the development of the utility master plan for this $1.3 billion project for the MIC Program and the preparation of utility relocation schedules, reimbursable agreements, utility clear packages, and utility design by FDOT Consultant Agreements (JPA’s) for all MIC roadway projects.
