<br />CTS has assembled a multidisciplinary team structured to provide the City of Sunny Isles Beach with
<br />responsive leadership, appropriate technical expertise, and scalable resources for the diverse assignments
<br />anticipated under this continuing professional services contract. Our staffing model establishes clear
<br />accountability, assigns qualified discipline leads based on the requirements of each work authorization,
<br />and provides the depth necessary to support concurrent or short-notice assignments while maintaining
<br />control of scope, schedule, budget, communication, and quality.
<br />Team Leadership
<br />Sheng “Sam” Yang, PE, PTOE, will serve as Principal-in-Charge, providing executive oversight, firmwide
<br />resource commitment, and senior technical guidance throughout the contract. Sam brings 25 years of
<br />transportation engineering and consulting experience encompassing project and program management,
<br />transportation planning, traffic operations and safety, multimodal improvements, data analysis, GIS
<br />applications, and public-agency coordination. As President of CTS, he will ensure that the appropriate
<br />personnel and specialized resources remain available to support the City’s assignments, resolve elevated
<br />issues, and maintain CTS’s commitments to responsiveness, quality, schedule, and budget.
<br />Eva Campello, PE, will serve as Project Manager and the City’s primary point of contact. She brings 17
<br />years of experience in roadway and highway design, multimodal improvements, signing and pavement
<br />markings, signalization, lighting, utility coordination, and pavement design. Her background includes
<br />leadership roles on resurfacing, rehabilitation, widening, reconstruction, safety, Complete Streets,
<br />pedestrian, bicycle, transit, and Design-Build assignments. Eva will oversee work authorization
<br />development, task-specific staffing, technical and interdisciplinary coordination, schedule and budget
<br />monitoring, communication with the City, and resolution of project issues. She will remain actively
<br />involved from initial scoping through final delivery, providing the City with a consistent and accountable
<br />project leader.
