<br />Danny Iglesias, PE, will serve as Quality Control Officer, providing independent senior review of project
<br />deliverables. In addition to his 44 years of FDOT and local-agency engineering experience, Danny brings
<br />a uniquely relevant connection to Sunny Isles Beach. He was one of the City’s founders and served as
<br />an elected City Commissioner from 1997 through 2007, participating in the City’s formative years and
<br />providing input on comprehensive planning, zoning, development, and community priorities. This firsthand
<br />knowledge of the City’s governance, growth, infrastructure needs, and decision-making environment will
<br />strengthen his ability to evaluate deliverables from both a technical and local-government perspective.
<br />Together, Sheng Yang, PE, PTOE, Eva Campello, PE, and Danny will provide the City with executive
<br />commitment, hands-on project management, local institutional knowledge, and disciplined independent
<br />quality oversight appropriate for the range of architectural and engineering services anticipated under
<br />the contract.
<br />Task-Specific Staffing and Resource Allocation
<br />Because the RFQ anticipates a broad range of continuing architectural and engineering services, CTS
<br />will tailor the team to the needs of each work authorization rather than apply a fixed staffing structure to
<br />every assignment. Personnel will be selected based on the project type, complexity, schedule, technical
<br />requirements, permitting needs, and anticipated coordination.
<br />CTS will evaluate workload and availability before accepting each assignment and will identify both
<br />primary and supporting personnel for critical functions. Resources will be monitored throughout
<br />delivery and adjusted as necessary to address changing priorities, compressed schedules, overlapping
<br />assignments, or additional technical needs. This scalable approach allows CTS to support focused
<br />studies and small assignments efficiently while also mobilizing a broader multidisciplinary team for more
<br />complex projects.
<br />Communication and Coordination
<br />Eva will establish regular communication with the City appropriate to the size and duration of each
<br />assignment. Coordination may include kickoff meetings, progress meetings, schedule and budget
<br />updates, action-item tracking, review-comment logs, and milestone status reports. Potential scope,
<br />schedule, budget, or technical concerns will be communicated promptly, together with recommended
<br />corrective actions, so that the City can make timely and informed decisions.
<br />CTS will also coordinate its internal disciplines through established points of responsibility, shared
<br />project information, and documented review milestones. This approach minimizes unnecessary handoffs,
<br />maintains consistency among deliverables, and helps ensure that architectural, civil, transportation,
<br />utility, permitting, and other project elements remain aligned.
<br />Quality Management
<br />Quality will be integrated into the assignment from initial scoping through final submittal. Discipline leads
<br />will be responsible for performing technical checks and confirming compliance with applicable codes,
<br />standards, criteria, and City requirements. Danny will provide independent quality-control oversight
<br />separate from the personnel responsible for preparing the work.
<br />Reviews will address technical accuracy, interdisciplinary coordination, completeness, constructability,
<br />standards compliance, consistency among documents, resolution of prior comments, and readiness for
<br />submittal. Deliverables will not be submitted to the City until the required reviews have been completed
<br />and comments have been satisfactorily resolved. Danny’s extensive experience managing consultant
<br />designs and FDOT phase reviews will help CTS provide complete, coordinated, and review-ready products.
