Tab 3 - Staffing <br />Responsiveness and Continuity <br />CTS understands that continuing-services contracts require consultants to respond quickly to routine <br />assignments, urgent needs, and changing City priorities. Eva will promptly evaluate each request, confirm <br />the required expertise and level of effort, and mobilize the appropriate personnel. CTS’s multidisciplinary <br />staffing structure provides flexibility to advance multiple assignments concurrently while maintaining <br />senior oversight and continuity. <br />Primary and supporting personnel will be identified for critical roles to reduce dependence on any single <br />individual. Eva will remain the City’s consistent point of contact, and Danny will maintain independent <br />quality oversight across assignments, giving the City continuity in management, communication, and <br />quality throughout the contract term. This staffing structure directly supports the RFQ’s anticipated use <br />of qualified firms for varied, as-needed architectural and engineering assignments. <br />Subconsultants <br />Geosol, Inc. — Geotechnical Engineering <br />Geosol, Inc. (GEOSOL) is a Miami Lakes-based geotechnical engineering firm <br />established in 2000 and certified by FDOT as an SBE and DBE. The firm specializes <br />in geotechnical engineering, subsurface exploration, laboratory testing, and <br />construction materials testing. Led by Oracio Riccobono, PE, GEOSOL brings extensive knowledge of <br />subsurface conditions in Sunny Isles Beach and the surrounding South Florida region, supported by <br />experience on major highway, bridge, rail, airport, seaport, pedestrian, and municipal infrastructure <br />projects throughout Miami-Dade County. GEOSOL will provide responsive geotechnical investigation, <br />analysis, foundation recommendations, and construction-phase support for City assignments. <br />CHA Consulting, Inc. — Water/Wastewater Engineering <br />CHA Consulting, Inc. (CHA) will provide specialized drainage, stormwater, <br />water, wastewater, and utility infrastructure services. CHA’s South Florida <br />professionals bring extensive experience in hydrologic and hydraulic analysis, <br />stormwater master planning, flood evaluation, drainage-system design, environmental permitting, <br />water and force-main design, gravity sewer systems, pump stations, treatment-facility improvements, <br />trenchless installations, and engineering services during construction. The firm has completed complex <br />assignments for FDOT Districts 4 and 6, Miami-Dade County, Greater Miami Expressway Agency, and <br />numerous South Florida municipalities, including emergency utility work near Sunny Isles Beach and <br />large-diameter pipeline projects requiring close coordination with regulatory agencies.
