Tab 4 - Approach / Methodology <br />Approach / Methodology <br />Tab 4 <br />Understanding Sunny Isles Beach <br />CTS Engineering, Inc. understands that continuing-services assignments in Sunny Isles Beach must be <br />delivered within a highly developed coastal community characterized by constrained rights-of-way, <br />substantial pedestrian activity, active high-rise development, limited alternate travel routes, and close <br />interaction among transportation, drainage, utility, development, and public-realm improvements. <br />Collins Avenue and Sunny Isles Boulevard serve as the City’s principal regional corridors, making <br />coordination with FDOT, Miami-Dade County, utility providers, transit agencies, private development, <br />residents, businesses, and emergency services essential. <br />The City is advancing significant flood-mitigation and resilience initiatives. Upgrades to the Golden <br />Shores Pump Station are nearing completion, while the Central Island Drainage Project is being <br />prepared for bidding and is intended to convert ten existing drainage wells to pressurized wells to <br />increase stormwater capacity. The City is also developing a coastal inundation and flooding adaptation <br />plan addressing future flood-protection strategies. These initiatives make resilience, system reliability, <br />maintainability, and future-condition analysis particularly important to the General Civil Engineering <br />and Surveyors and Mapping categories. <br />Transportation assignments must similarly consider the City’s ADA Transition Plan, Transportation <br />Master Plan, free community bus service, active roadway and sidewalk construction, and emerging <br />vision for the Town Center and Neighborhood Business districts on the west side of Collins Avenue. The <br />City’s ADA Transition Plan documents sidewalk and pedestrian-facility needs, including conditions along <br />Collins Avenue; the City Bus operates three lines and provides free community service seven days per <br />week; and the 2045 Vision Plan addresses street design, parking, open space, and land-use character <br />within the Town Center area.
