Tab 4 - Approach / Methodology <br />CTS will therefore evaluate each work authorization not only as an individual assignment, but also in <br />relation to the City’s capital program, flood-resilience objectives, Comprehensive Plan, Transportation <br />Master Plan, ADA Transition Plan, development activity, existing infrastructure, active construction, <br />regional transportation facilities, and long-term operations and maintenance responsibilities. <br />Continuing-Services Delivery and Project Organization <br />The City intends to issue assignments on an as-needed basis, ranging from study activities and technical <br />evaluations to project design, permitting, bidding, and construction-phase services. CTS will use a <br />scalable work-authorization process that clearly defines responsibility, controls scope and cost, and <br />allows the appropriate technical personnel to mobilize quickly. <br />• Assignment Definition: Upon receiving a request, CTS’s Contract Manager will meet with the <br />City’s Project Manager to confirm the assignment purpose, limits, desired outcome, available <br />information, required disciplines, stakeholders, deliverables, schedule, budget, permitting needs, <br />and City review periods. A site visit or preliminary records review will be performed when needed <br />to define the level of effort accurately. <br />• Task-Specific Work Plan: CTS will prepare a work plan identifying the technical methodology, <br />project organization, discipline responsibilities, staffing, schedule, deliverables, QA/QC activities, <br />agency coordination, assumptions, and critical-path items. Work will begin only after written <br />City authorization. <br />• Existing-Conditions Review: The team will review relevant surveys, plans, studies, GIS <br />information, utility records, permits, maintenance history, traffic and transit data, development <br />applications, and prior City comments. Field reconnaissance, survey, SUE, data collection, <br />condition assessment, and geotechnical investigation will be initiated as appropriate. <br />• Analysis and Alternatives: CTS will identify deficiencies and evaluate practical solutions based <br />on safety, resilience, operations, accessibility, drainage, utilities, right-of-way, environmental <br />permitting, constructability, maintenance, cost, schedule, and community impacts. Fatal flaws <br />and implementation constraints will be identified early so the City does not invest resources in <br />alternatives that cannot reasonably be permitted, funded, constructed, or maintained. <br />• Design and Implementation: When design is authorized, CTS will develop coordinated plans, <br />specifications, calculations, quantities, schedules, and construction cost estimates at the <br />City’s required review milestones. Services may continue through regulatory approvals, bidding, <br />construction administration, inspections, record documentation, and closeout. <br />The Contract Manager will remain the City’s primary point of contact. Each assignment will have a <br />designated technical lead, supporting discipline leads, and an independent QA/QC reviewer. This <br />structure provides the City with one accountable management point while allowing direct technical <br />coordination when appropriate. <br />General Civil Engineering <br />The RFQ anticipates roadway and drainage improvements, conversion of stormwater wells to pressurized <br />systems, pump stations, water distribution, wastewater collection, pipelines, structural components, <br />NPDES permitting, feasibility studies, cost estimating, grant support, development review, and <br />construction-phase services. CTS’s approach will integrate these services into a coordinated, resilience- <br />focused project-development process.
