Tab 4 - Approach / Methodology <br />Existing Conditions and Basis of Design <br />CTS will begin by defining the functional and operational requirements of the assignment and <br />documenting existing roadway, drainage, utility, structural, site, access, and maintenance conditions. <br />Depending on the project, this may include: <br />• Survey, SUE, utility-record research, and subsurface investigation; <br />• Drainage-system inventory and condition assessment; <br />• Hydrologic and hydraulic analysis; <br />• Pump station, well, force-main, control, and power-system review; <br />• Pavement, sidewalk, curb, structural, or facility assessment; <br />• Water and wastewater system review; <br />• Right-of-way and property-access evaluation; and <br />• Review of existing permits, maintenance records, prior studies, and flood complaints. <br />For drainage and pump-related assignments, CTS will evaluate rainfall, tailwater and groundwater <br />conditions, system capacity, pump reliability, redundancy, emergency operation, backflow prevention, <br />maintainability, access, controls, power requirements, and interaction with adjacent drainage <br />infrastructure. Current and reasonably foreseeable future conditions will be incorporated when <br />appropriate so improvements support the City’s broader flood-resilience and adaptation objectives. <br />Alternative Development and Design <br />CTS will develop solutions that balance technical performance with the realities of working in a densely <br />developed coastal municipality. Alternatives will consider: <br />• Flood reduction and system reliability; <br />• Roadway, pedestrian, bicycle, and ADA needs; <br />• Utility conflicts and service continuity; <br />• Right-of-way and easement limitations; <br />• Access to residential towers, businesses, parks, beaches, and public facilities; <br />• Construction staging and emergency access; <br />• Environmental and regulatory requirements; <br />• Long-term maintenance and life-cycle cost; <br />• Compatibility with active and planned City projects; and <br />• Available capital and grant funding. <br />For work near Collins Avenue, Sunny Isles Boulevard, North Bay Road, Atlantic Boulevard, and other <br />constrained locations, CTS will identify active City, FDOT, County, utility, and private-development <br />projects. This will help avoid conflicting designs, repeated construction, utility relocations that interfere <br />with future work, and unnecessary disruption to residents and businesses. <br />Once the City selects an alternative, CTS will advance the design through the required milestones. <br />Roadway, drainage, water, wastewater, structural, electrical, mechanical, geotechnical, survey, utility, <br />landscape, and traffic elements will be coordinated before each submittal. City comments will be <br />recorded in a comment-resolution log and tracked through closure.
