Tab 4 - Approach / Methodology <br />Permitting, Cost Control, and Construction Support <br />Permit requirements and reviewing agencies will be identified during initial scoping. CTS will prepare <br />applications, supporting calculations, plans, and responses to comments and will track regulatory <br />actions as schedule-critical activities. <br />Construction cost estimates will be prepared from design quantities, current unit-cost information, recent <br />bids, and comparable South Florida construction. Estimates will be updated as the design develops and <br />reconciled with the City’s authorized budget. When projected costs approach the available budget, CTS <br />will present value-engineering options addressing materials, phasing, maintenance, constructability, <br />service life, and operating cost. <br />During bidding and construction, CTS may provide technical addenda, bid review, shop-drawing and <br />submittal review, responses to requests for information, site observations, change-order support, <br />payment-documentation review, record drawings, and closeout assistance. Design personnel will remain <br />involved so field questions are resolved by professionals familiar with the basis of design. <br />Surveying & Mapping <br />The City’s requested surveying services include design surveys relating to metes and bounds, topography, <br />elevation certificates, GPS data collection, and related work. CTS will use a surveyor-led, field-to-finish <br />methodology tailored to each assignment’s limits, accuracy, datum, access, intended use, and final- <br />deliverable requirements. <br />Scoping, Research, and Reconnaissance <br />At the outset of each assignment, CTS will confirm: <br />• Survey limits and intended use; <br />• Horizontal and vertical datum; <br />• Required accuracy and control; <br />• Property, easement, and right-of-way research; <br />• Topographic, drainage, utility, and structural features to be collected; <br />• Elevation-certificate requirements; <br />• CADD, GIS, mapping, or report format;
