Tab 4 - Approach / Methodology <br />• Traffic control and property-access needs; and <br />• Professional certification and schedule requirements. <br />Records research may include plats, deeds, title information, right-of-way maps, benchmarks, prior <br />surveys, utility records, control information, flood information, elevation certificates, and available City <br />GIS data. Field reconnaissance will verify control, access, physical obstructions, traffic and pedestrian <br />exposure, feature density, and the most suitable collection method. <br />Field Data Collection and Technology <br />CTS will select the combination of conventional surveying, robotic total stations, digital levels, GNSS, <br />mobile or terrestrial LiDAR, hydrographic equipment, and GIS-enabled data collection appropriate to <br />the assignment. Technology will be applied with professional judgment to improve coverage, reduce <br />exposure of crews within active streets, limit repeat mobilizations, and provide accurate information that <br />can be immediately used for design, permitting, construction, maintenance, and asset management. <br />In Sunny Isles Beach, particular attention will be given to reliable vertical control and elevation data <br />supporting: <br />• Drainage and pump station improvements; <br />• Conversion of gravity wells to pressurized systems; <br />• Flood-risk and adaptation planning; <br />• Roadway and sidewalk profiles; <br />• ADA-accessible routes and curb ramps; <br />• Utility and structure elevations; <br />• Elevation certificates; <br />• Coastal and waterfront infrastructure; and <br />• Repeat monitoring of settlement or infrastructure conditions. <br />Survey data will be structured, when requested, for integration into the City’s GIS and infrastructure- <br />management systems. Consistent feature coding, metadata, datum information, control descriptions, <br />and electronic formats will allow data collected for an individual assignment to support future Citywide <br />planning and asset-management needs. <br />Survey Quality Assurance <br />Quality begins in the field through verified control, redundant observations, closure checks, proper <br />coding, field documentation, equipment verification, and secure data transfer. Office processing will <br />include adjustment and closure verification, comparison with source documents, review of point-cloud <br />extraction, digital terrain model checks, CADD and GIS review, and confirmation that required features <br />and metadata are complete. <br />An independent senior survey professional will review the work before delivery. Signed-and-sealed <br />products will be provided when required. For accelerated assignments, field collection and office <br />processing may proceed concurrently, but final deliverables will not be issued until the required <br />professional and QA/QC reviews are complete.
