<br />Transportation / Transit / Traffic Engineering
<br />The RFQ includes transportation planning, multimodal and Complete Streets planning, traffic and
<br />parking studies, curbside management, school-zone planning, ITS, signal operations, safety, transit
<br />planning, data collection, public outreach, grant support, and preparation of studies and construction
<br />documents. CTS will apply a study-to-implementation methodology that connects transportation
<br />analysis with practical improvements the City can design, fund, construct, and operate.
<br />Corridor and Project Coordination
<br />Transportation assignments will be evaluated within the context of the City’s limited roadway network
<br />and dependence on Collins Avenue, Sunny Isles Boulevard, William Lehman Causeway, North Bay Road,
<br />Atlantic Boulevard, and connections to neighboring municipalities. FDOT is currently studying the William
<br />Lehman Causeway corridor to improve pedestrian and bicycle connectivity and safety between Biscayne
<br />Boulevard and Collins Avenue.
<br />CTS will identify active and planned City, County, FDOT, utility, transit, and private-development activities
<br />within each study area. The review will consider cumulative effects on:
<br />• Traffic operations and intersection performance;
<br />• Sidewalks and accessible routes;
<br />• Transit stops and travel times;
<br />• Driveways and building access;
<br />• Loading, valet, deliveries, and transportation-network companies;
<br />• Bicycle and micromobility travel;
<br />• Construction staging and maintenance of traffic;
<br />• Emergency access; and
<br />• Special events, school operations, and seasonal travel.
<br />The City’s traffic-alert system regularly identifies concurrent lane and sidewalk closures associated with
<br />public and private construction, illustrating the importance of corridor-level construction and access
<br />coordination.
<br />Data Collection and Analysis
<br />At assignment initiation, CTS will establish the purpose, study limits, performance measures, analysis
<br />methodology, required data, stakeholder needs, and decision criteria. Available traffic counts, crash
<br />data, signal information, parking data, transit records, development activity, prior studies, and roadway
<br />plans will be reviewed before new data is collected.
<br />CTS can perform turning-movement counts, volume and classification counts, speed studies, queue
<br />and delay observations, travel-time runs, pedestrian and bicycle counts, parking inventories, curbside
<br />observations, and origin-destination or big-data analysis when appropriate. Data-collection periods
<br />will be selected to account for school calendars, tourism and seasonal variation, special events, active
<br />construction, and other conditions that could distort normal travel patterns.
<br />Analyses may include intersection and corridor operations, signal or stop-control warrants, signal timing,
<br />crash and safety evaluations, traffic forecasting, traffic impact reviews, parking demand, traffic calming,
<br />curbside management, multimodal connectivity, transit operations, or other authorized services. CTS will
<br />identify assumptions, calibration requirements, measures of effectiveness, and limitations so findings
<br />are reproducible and defensible.
