Tab 4 - Approach / Methodology Pedestrian, Accessibility, and Public-Realm Integration Pedestrian safety and accessibility will be incorporated into all applicable transportation assignments rather than treated as a separate consideration. CTS will review consistency with the City’s ADA Transition Plan and evaluate sidewalk continuity, width, surface condition, curb ramps, crossings, pedestrian signals, obstructions, lighting, shade, transit access, and temporary accessible routes during construction. Particular attention will be given to routes serving parks, schools, public parking, City facilities, transit stops, commercial areas, beach access points, and the Town Center. Recommendations will consider pedestrian comfort and the quality of the public realm in addition to minimum technical compliance. Transit and Community Bus Support The City provides free community bus service seven days per week through three operating lines and offers real-time bus information to riders. Transit assignments may include: • Route and stop-level performance analysis; • Ridership and automatic passenger-count evaluation; • GPS, travel-time, and on-time-performance analysis; • Schedule and route optimization; • Stop, shelter, bench, lighting, and ADA evaluations; • Coordination with roadway construction and special events; • First- and last-mile connectivity; • Connections with Miami-Dade County and neighboring municipal services; • Shuttle, circulator, and microtransit feasibility; and • Documentation supporting surtax, grant, and performance-reporting requirements. Recommendations will account for operational feasibility, driver and passenger safety, traffic delay, stop accessibility, maintenance needs, and available funding.
